Fleet Training Government Bids & RFPs

Monthly progress reports are due by the 10th day of every month. Transition plans are due 10 days from task order award. Deliverable schedules are due upon award. CCIR and SER reports are typically within several minutes of an event occurring. Daily summary reports are distributed twice daily.

Invoices, including travel documentation, should be coordinated with the task order technical point of contact or contracting officers representative prior to submission. Invoices should be uploaded into the Wide Area Work Flow system, with two copies provided to the government (one to the COR and one to the TPOC).

Contractor personnel must be U. S. citizens and required to obtain and retain a security clearance (Unclassified, Confidential, or Secret). The contractor must have the infrastructure and resources to manage the entire contract, including all task orders.

Most support will be provided onsite at the Region Operation Center (ROC). The contractor will provide monthly reports and briefs to the Technical Point of Contact (TPOC) at the region.

Bids must be in possession of Procurement Services by 2:00:00 PM CST on the scheduled bid opening date, June 25, 2026.

Discounts will be considered in determining the lowest responsible bidder, but any payment term based on less than 30 days will not be considered. Discounts will be figured from the date of acceptance by the City.

For the fixed route gasoline powered vehicles, a 5-year/60,000-mile powertrain warranty and a 3-year/36,000-mile body conversion warranty are specified. For the Level 2 chargers, a 5-year maintenance contract and a minimum 3-year manufacturer's warranty on all charging equipment are required.

The City intends to award a periodic contract to the lowest responsive and responsible bidder that submits the lowest fixed price.

Bidders must be qualified vendors.

Failure to comply with contract requirements may result in breach of contract, termination, or other remedies.

Disputes arising in the performance of the contract must be decided by the authorized representative of Huntsville Transit. If a party disagrees, they may appeal in writing within 10 days of receiving the decision.

Failure to acknowledge receipt of addenda, failure to submit a bid for each item within a category, or failure to comply with detailed requirements may lead to disqualification.

Responses should be received no later than June 17, 2026, at 11:00 AM EST.

Vendors must provide name and address, DUNS number, CAGE code, SAM registration, point of contact details, business size status, a summary of commercial availability, expertise in manufacturing, delivery capability and timeframe, and place of performance. if your company is interested and can demonstrate the firms ability, capability, and responsibility to deliver the equipment summarized above, we encourage you to respond to this announcement with a statement of your qualifications and capability.

Delivery shall be no later than 4 weeks after award of contract. Early delivery for completed calibrations is acceptable.

All invoicing shall be submitted into Wide Area Workflow (WAWF) for payment after all material is received in the condition as stated in section B. The wawf system provides the method to electronically process vendor payment requests and receiving reports.

The contractor shall provide a one-year warranty with a warranty certificate for each unit.

Offerors must be currently registered in the System for Award Management (SAM) database prior to submission of an offer. If a bid is received from another vendor, they must be an authorized distributor with Rohde Schwarz Inc. and able to maintain the warranty.

If the contractor fails to comply with the requirements regarding novation and change-of-name agreements, or fails to perform the agreement, the SAM information that shows the contractor to be other than the contractor indicated in the contract will be considered incorrect information within the meaning of the suspension of payment paragraph of the electronic funds transfer clause.
