Deliveries are required on 30 each by 30 Aug 2026 to the destination: Military Sealift Command BATS, **** Balboa Avenue, San Diego, CA ****.

Payment requests and receiving reports are to be submitted via Wide Area Workflow (WAWF). The contractor shall use the following information when submitting payment requests and receiving reports in wawf for this contract or task or delivery order.

The wye valves come with a 5 years warranty.

The government will award a contract resulting from this solicitation without discussions to the responsible offeror whose quote, conforming to the solicitation that represents the best value to the government, price, delivery, technical acceptability, past performance, and other factors considered.

Vendors must be registered in the System for Award Management (SAM) database. Quoting vendors must be registered in the sam database to be considered for award.

Property must be removed within 10 business days of notification of award. The scheduled pickup date must be within 14 calendar days of being contacted for pickup.

Acceptable forms of payment include certified check or money order made out to the US Treasury. Payment can be made upfront or with a surety bond. If using a surety bond, full payment is due within 14 calendar days of removal of property.

The condition of the property is not warranted. All property listed herein is offered for sale as is and where is. The government makes no warranty, express or implied, as to quantity, kind, character, quality, weight, size, or description of any of the property, or its fitness for any use or purpose.

Bidders must be at least 18 years of age and not an employee of a federal government agency prohibited from purchasing property. Bidders must not be delinquent in the payment of any debt due the United States resulting from a prior purchase of surplus personal property.

Failure to pay for and remove awarded items within the allowed time may subject the bidder to a default fee and debarment from future government sales.

Offers must be submitted prior to 1:00 PM, local time on July 6, 2026. Any orders placed as a result of this RFQ require delivery within 60 days ARO (After Receipt of Order).

Payment will be made within 30 days after acceptance by the district. The district reserves the right to exercise a 10-day inspection period upon receipt, prior to acceptance.

The successful offeror shall warranty all material and labor against defects in materials and workmanship for the duration of the manufacturer's published warranty, but for a minimum of one year.

Award will be made to the lowest responsive, responsible offeror. Evaluation for determining the lowest offer shall be made in the aggregate. To be considered for award, all items must be offered.

Offerors must be qualified vendors. The selected offeror must provide their Alaska business license number prior to award.

A successful offeror's failure to furnish a product that does not meet or exceed the required specification may be found in default, and their award may be cancelled in part or in whole. Shipments not conforming to labeling requirements may result in delay of receipt and payment.

A protest as to the specifications and/or terms and conditions of a solicitation must be received by the purchasing senior director at least five calendar days prior to the due date of the offer. Protest of any proposed award must be received by the purchasing senior director within three business days after issuance of the notice of intent to award.

Incomplete or incorrect offers may be rejected. Offers submitted other than the prescribed forms may be rejected. Failure to submit required documents on the offeror's checklist may result in the offer being rendered nonresponsive.

Quotes are to be received no later than 3:00 p. m. eastern standard u. s. time on June 26, 2026.

Award will be made to the responsible contractor on the basis of the lowest evaluated price technically acceptable.

Offerors shall submit detailed technical specifications on the equipment being proposed for technical acceptability review. Items must be manufactured in the USA or a qualifying country trade agreement act TAA compliant countries.

Any items that are not made in a qualifying country, such as China, or any other restricted country will not be considered. The government will not accept late quotes. The government will not accept quotes that are partial or incomplete.
