All work shall be completed no later than 90 days after award.

1-year minimum on workmanship and materials.

Contractor shall have demonstrated experience in residential interior painting, including surface preparation, priming, and finishing. Contractor must comply with applicable federal, state, and local codes. Contractor must be registered with the Washington State Department of Labor & Industries as a specialty contractor and possess a $12,000 surety bond, $50,000 public liability, and $100,000 property damage insurance. If any lead-based paint is suspected, contractor must be certified in EPA Renovation, Repair and Painting (RRP) standards.

Contractor shall submit for approval: paint product data sheets, safety data sheets (SDS), color samples if using approved equal, primer product data sheet.

Work failing inspection shall be corrected at no additional cost to the government.

Work will be completed and equipment returned no later than 10 business days pending quantity from the pickup date.

Contractor shall use experienced professionals for all processes of this project. All workers shall be legal U. S. citizens with valid picture IDs who can gain clearance access into a federal military installation.

All damages caused by the contractor to existing conditions shall be repaired by the contractor at no additional cost.

Verify existing conditions, quantities, dimensions, and details prior to bidding on this project.

No guns, drugs, or illegal paraphernalia will be authorized on the military installation. All vehicles, equipment, and containers may be subject to search at any time while on or seeking access to the military installation.

The vendor shall deliver the requested items no later than 60 days after the construction of uniform items is complete.

Interested businesses should describe their capabilities in meeting the requirements at a fair market price, including information on previous experience, size, scope, complexity, timeframe, government or commercial projects, and pertinent certifications.

Preproduction sample is required and has been approved by the commander of TUSAB.

The contractor shall provide specific materials and construct pieces in accordance with USPD not to exceed $255,000 in total cost.

The period of performance for the base year is August 17, 2026, through August 16, 2027. Option periods extend through August 16, 2031.

Payment will be made by the government. Invoices will be sent to the Contracting Officer's Representative (COR) for certification on a bi-weekly basis.

The contractor shall inspect each coat during laundering and perform minor repairs, such as small tears, loose buttons, or seam openings, at no additional cost. Major repairs or replacements due to irreparable damage or excessive wear shall be reported to the government and billed under a designated line item, pending government approval.

The contractor is responsible for ensuring personnel can get onsite and pass through security checks. The contractor shall provide a contract manager and an alternate who shall be available during business hours and have full authority to act on all contract matters.

The contracting officer shall follow FAR ****, Contract Terms and Conditions—Commercial Items, or ****, Inspection of Services—Fixed Price, for contractors' failure to perform satisfactory services or failure to correct nonconforming services.

Questions pertaining to this RFQ are due by 11:00 am EST on 07/27/2026.

The contractor shall notify the contracting officer immediately whenever it becomes aware that access to proprietary or source selection information may result in any actual or potential organizational conflict of interests (OCI) and shall promptly submit a plan to avoid or mitigate any such OCI.
