All work shall be completed and invoiced prior to: Dec. 1, 2026.

Monthly statements are due by the first day of each month, and payments will be made 45 days after receipt of properly submitted statements. A retention of 10% will be held until 50% completion, and 5% thereafter.

All work is warranted to be free from defects for one year following completion.

The contract will be awarded to the lowest responsible bidder, considering factors such as bidder's ability to provide experienced labor, character, integrity, reputation, judgment, experience, serviceability, financial resources, and quality of work.

Bidders must demonstrate experience in performing similar work and have adequate resources and materials to complete the work within the specified time.

If the contractor fails to complete the work within the specified time, the final payment will be reduced by **** per calendar day of time overrun, as liquidated damages.

Failure to obtain required certifications, failure to submit required information, or failure to comply with applicable laws and regulations may result in disqualification.

Proposals must be hand-delivered to the City Secretary Office, **** Houston St. , 3rd Floor, Laredo, Texas ****, by 5:00 PM CT on July 2, 2026.

Invoices to the City of Laredo have a 30-day term from receipt of supplies or completion of services. Discount terms are computed from the date of receipt and acceptance of supplies or services.

The contract will be awarded based on best value criteria, considering evaluated criteria, price, and other factors.

Agents must have at least ten years in business and agents' errors and omissions insurance with a limit of at least $1,000,000 per occurrence. Insurers with an AM Best rating of at least A:VII will receive more favorable consideration.

For solicitations valued over $50,000, bidders have ten calendar days prior to the city council's formal consideration of the contract to submit a written protest.

Proposals may be rejected if the vendor misstates or conceals material facts, the proposal does not conform to requirements, the vendor is in arrears on contracts or taxes, or if proposals are conditional. Violation of the no-contact provision with city officials may lead to disqualification.

The response deadline for bids is June 30, 2026, at 3:00 PM CT.

Bidders must be authorized to execute the contract and must not have prepared the bid in collusion with other bidders. The vendor agrees to the City of Laredo specifications and all terms and conditions.

Protests must be submitted in writing to the City Purchasing Officer within ten (10) days prior to the time that the City Council considers the recommendation of the City’s purchasing officer.

Violation of the prohibited contacts provision set out in section 2. 09 of the ethics code by respondents or their agents may lead to disqualification of their offer from consideration. Failure to acknowledge any issued addendum will result in the submission being returned and considered incomplete.
