Proposals must be submitted no later than 2:00 PM EST on July 27, 2026.

The award will be made to the responsible firm whose proposal conforms to all terms and conditions, is considered fair and reasonable, and offers the best overall value to the government.

Offerors must demonstrate their capability to successfully execute the design-build construction contract. Phase one requires submitting performance capability proposals. Shortlisted offerors will compete in phase two.

Failing to submit attachments or properly complete the proposal may result in rejection of the offer without further evaluation.

The project magnitude range is $1,000,000 - $5,000,000.

The omission of payment terms and/or other information on bid replies may subject it to disqualification.

Macomb Community College reserves the right to reject any or all bids and to award by item, combination of items or lot.

Provide documentation for authorized reseller status for Extron products.

In case bidder fails to make delivery of any item or items within the terms herein specified, or shall make delivery of goods not in accordance with the terms and specifications, the college shall have the right to declare the order canceled and either accept the next lowest bid or again advertise for bids and to hold the original bidder liable for the difference between the amount of its bad and the amount that the board shall in either of such cases be required to pay, or the college may elect to receive the item or items not delivered within the time and hold the bidder responsible for amount equal to ten percent of the amount bid on such items as liquidated damages for the delay, and said bidder in such cases agrees to make payment accordingly.

Samples must be submitted with quotation when a substitute material is quoted. Samples requested must be furnished free of expense, prior to the time designated for the reception of bids and it not be destroyed or required in connection with the award or delivery and will, upon request, be returned at the bidders expense. The college will not be responsible for samples mutilated or destroyed if considered necessary for testing purposes.

Bids shall be electronically uploaded, no physical bids shall be received, opened or honored. It is the bidders responsibility to ensure that the bid package is delivered by the bid opening date and time. Any bid document received after the deadline established by the department of purchasing will not be accepted, regardless of the method of delivery. The bid opening date is July 8, 2026, at 1:00 PM.

The contractor shall provide a minimum of one year parts warranty and one year labor warranty, including software updates during the warranty period and telephone/remote support.

Firms must have a public works contractor registration and provide for electricians license or a subcontractor with one. Bidders are required to comply with the requirements of N. J. S. A. 10:5-31 et seq. and N. J. A. C. 17:27.

Failure to provide mandatory bid bonds and consent of surety will result in mandatory rejection of the bid. Failure to complete the Experience Qualifications Questionnaire will be grounds for rejection.
