The U. S. Railroad Retirement Board (RRB) is seeking licensed physicians to provide medical expertise, advice, and consultation in disability benefit and claims matters, advisory medical opinion services, and training for disability staff. The solicitation is for a base year and four option years. Offers are due by 11:00 AM CT on October 15, 2025. Questions must be submitted in writing to ***@***. *. * by 11:00 AM CT on October 1, 2025. The RRB will evaluate proposals based on technical merit and price, with non-price factors being more important than price. The government may award a contract without discussions, but reserves the right to conduct discussions if necessary.
The contractor shall render the consultative medical opinions described above within the timeframes below: standard opinions within four 4 business days, i. e. opinions requested on monday are due on friday.

The government plans to award a contract resulting from this solicitation, as a best value, price and other factors considered, to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The relative importance of the evaluation factors is as follows: a. all nonprice evaluation factors when combined are more important than price.
All physicians performing services under this contract shall be currently licensed in the state in which contractual services are rendered and shall have training and experience necessary to perform the functions outlined in section iii a and b. In addition, all medical personnel should have current medical liability insurance at the individual physician level.
Failure of the contractor to acceptably perform required services will result in the withholding of payments under this contract, unless such failure arises out of causes beyond the control and without the fault or negligence of the contractor as defined by the clause entitled excusable delays, default or termination for convenience of the government, as applicable.
The contractor must attend this conference and be prepared to discuss the requirements of the contract. The contractor will be responsible for all costs related to attending this meeting.
