The City of Hampton is seeking bids for on-call, as-needed aerial spraying of pesticides. Bids must be submitted by May 5, 2026, at 2:30 PM. Questions regarding the ITB must be submitted in writing via email by April 13, 2026, at 2:30 PM. Bids received after the closing date and time will not be considered. The contract will be awarded to the lowest responsive and responsible bidder. Successful bidders must be licensed and qualified independent contractors and will be responsible for providing all necessary personnel, materials, and equipment. The City will supply insecticides, directions, instructions, and a GIS map outlining areas to be sprayed. Application, handling, and storage of pesticides must comply with all federal, state, and local laws and regulations. The successful bidder must begin aerial spraying operations within 48 hours of each treatment notification. Invoices must include a copy of application records. The City guarantees a minimum of 7,500 acres sprayed per contracted application. Bidders are required to submit a subcontracting plan for minority and women-owned businesses if applicable.
The bid closing date is May 5, 2026, at 2:30 PM. The successful bidder shall begin aerial spraying operations within 48 hours of each treatment notification issued by the City.
The City agrees to make payments within thirty (30) days after receipt of a correct invoice. Payment terms offering a prompt payment discount of twenty (20) days or greater will be considered in the evaluation of bids. All other payment terms shall be net thirty (30) calendar days or greater. Payment terms not specified by contractor shall be net forty-five (45) days.
Contractor guarantees against defective or faulty material or workmanship for at least one (1) year or for the manufacturer's standard warranty period, whichever is greater, from the date of acceptance by the City.
After the bid opening, the City shall award the contract to the lowest responsive and responsible bidder or bidders.
Successful bidders shall be duly licensed and qualified independent contractors.
In the event that, as a result of improper application techniques, mosquito populations are not reduced to a level determined to be acceptable by the City, the successful bidder shall not be entitled to compensation and shall compensate for the full cost of the pesticide applied. Such compensation may be withheld from any other funds due or to become due to the successful bidder.
Contractor may not institute legal action prior to receiving the final decision of the City. The final decision of the City shall be considered final and conclusive unless contractor appeals the decision within six (6) months of the final decision or the due date of the final decision by instituting legal action.
