Payment shall be made to the contractor based upon the satisfactory completion of each assigned tree list. Payment amount will be based upon the unit prices listed on the bid proposal form and indicated on the list. The contractor's invoice is required to process and assign payment. Contractors payment request must be accompanied with a list of work completed and certified payrolls.
Contractor shall pay attention to the warranty section in the CIPP specification section and familiarize themselves with the terms and conditions.
The contract will be awarded to the lowest responsible bidder pursuant to the provisions of the New York State General Municipal Law for the lowest total dollar value. The Village of Rye Brook reserves the right to determine responsibility based on an evaluation of the contractors qualifications, experience, organization, finances, past performance, and other applicable factors.
All bidders must fill out Section E of their qualifications, listing their experience and equipment available to provide services. Each bidder must be licensed and insured and submit proof of at least five (5) years of experience as a licensed firm with municipal work experience.
If a bidder is awarded the contract and fails to execute it, the bid bond amount will be forfeited as liquidated damages. Failure to furnish required insurance may result in contract suspension, discontinuation, or termination.
Bids will not be accepted from firms that have pleaded guilty to or been convicted of bid-rigging or related criminal charges. A person who refuses to testify before a grand jury concerning the contract and sign a waiver of immunity shall be disqualified for 5 years.
