The contract award determination will be based on cost effectiveness, primarily assessed via the total cumulative per-inch snowfall cost, and operational capability, evaluated by the adequacy and quality of the proposed equipment list and readiness plan.
Contractors must be responsive and responsible vendors, possess a complete understanding of bid documentation, be familiar with designated municipal properties, and provide comprehensive evidence of their certified capacity to fulfill all contractual obligations.
Failure to adhere to availability and response protocols will be documented as a service level deficiency and may constitute a material breach of contract. Failure to furnish required resources to satisfy service level agreements shall constitute a material breach of contract.
Any prospective bidder requesting a change in or interpretation of existing specifications or terms and conditions must do so at least 5 days, excluding Saturdays, Sundays, and holidays, before the scheduled bid opening date. All questions are to be asked on BidNet Direct.
Incomplete bids, bids not according to prescribed form, not properly signed, or contrary to instructions may be rejected. Conditional bids will not be accepted. Failure to submit a non-collusion statement will result in bid rejection.
