Invitation to bid for 2026 Sidewalk Spot Repairs City Wide contract. Bidders must be prequalified. Mandatory pre-bid conference on July 21, 2026. Bids due July 30, 2026, at 1:00 PM. Contract duration is one year, with potential for two one-year extensions. Estimated cost is $500,000. Work includes repairs, maintenance, and minor construction of sidewalks, curbs, and gutters. Bids are on a unit price basis. Emergency work requires mobilization within 24 hours and completion within 72 hours, with penalties for non-compliance. Bids must be submitted by 1:00 PM on July 30, 2026.
The contract will last for one year after the date of the notice to proceed. At the conclusion of the one-year contract time, the contract may be extended up to two additional one-year terms if both parties agree in writing to such extensions.
Payment procedures are per APWA section 01 29 00. Engineer will take all measurements and compute all quantities. Contractor will verify measurements and quantities and provide all equipment, workers, and survey crews to assist the engineer.
The construction contract will be awarded to the most responsive and lowest, qualified, responsible bidder as determined by the owner. Alternates may be accepted depending upon availability of owner funds.
All bidders are required to be prequalified before submitting their bid. Each contractor intending to submit a bid shall attend the mandatory pre-bid conference and submit a completed contractor prequalification form at the conference.
Work not timely completed at a specific address once concrete is removed shall be subject to a penalty of five percent (5%) per day of the total value of the work for the affected address after 7 calendar days.
Bidders are permitted to converse with engineer or engineers personnel having knowledge of the project, plans, specifications, material sites, or conditions generally prevailing in the area of the project to aid in pre-bid investigations.
Within 24 hours after bids are opened, any bidder may file written notice with owner that there was a substantial mistake made in the preparation of its bid. Bidder must thereafter promptly demonstrate bidders mistake to the reasonable satisfaction of the owner.
The owner, in the owners sole discretion, shall make determinations as to disqualification of bidders or rejection of bids. Such matters may include, without limitation, submission of more than one bid by the bidder whether under the same or different names, evidence of collusion among bidders, other commitments of bidder which, in the owners sole judgment, might hinder the work, previous defaults, bid irregularities when not waived in the best interests of the owner, delays or poor performance by bidder on any project, official action against bidder and any other cause which, in the owners sole discretion and judgment, is sufficient to justify disqualification of a bidder or rejection of a bid.
For purposes of bid evaluation and initial bonding only, the estimated cost of the work is $500,000.
