Bid submission due August 5, 2025, at 2:00 PM EST. Bidders must comply with New Jersey state requirements (affirmative action, prevailing wage rate act, ownership disclosure, etc. ). A pre-bid meeting and site visit are strongly recommended (July 9, 2025). Bidders must be prequalified by the New Jersey Division of Property Management and Construction (DPMC) with a minimum aggregate rating of $10,000,000 or more. A bid bond or certified check equal to 10% of the base bid is required. The project involves alterations to an existing film studio to accommodate a virtual reality lab. The construction schedule must be detailed, showing anticipated completion dates for various phases of the project. Additional documents are required (e. g. , business registration, performance and payment bonds, insurance certificates, etc. ).

Offerors must complete blocks 12, 17, 23, 24, and 30. The acquisition is unrestricted and set aside for small business concerns (including women-owned, veteran-owned, and small size). Delivery is required before September 15, 2025. The contract is a firm fixed price order. The contractor shall extend to the government the full coverage of any standard commercial warranty normally offered in a similar commercial sale at no additional cost to the government. The government will provide access to the base and building for work completion. Travel is anticipated for four personnel for three days to Dahlgren, VA. All work is unclassified. The contractor shall coordinate with the technical point of contact to deliver the materials and schedule the installation work. The contracting officer will provide a subsequent contract modification for the optional service to perform the installation required. Execution of the identified optional service depends on the available funding. The government reserves the right to modify this contract at a later date to cover the optional service for installation of the new flooring. Deliveries to the receiving officer shall be made Monday through Friday from 7:00 a. m. to 2:30 p. m. , local time. No deliveries will be made on government holidays. When invoicing, mark the last invoice in the wawf system as final. If partial shipment has been authorized, partial payment invoices should not be marked as final. All items of each clin must be delivered/received prior to marking the invoice as final. The contractor shall use the wawf system to electronically process vendor payment requests and receiving reports. The contractor should follow the training instructions of the wawf web-based training course and use the practice training site before submitting payment requests through wawf. The contractor shall comply with the following federal acquisition regulation FAR clauses, which are incorporated in this contract by reference, to implement provisions of law or executive orders applicable to acquisitions of commercial products and commercial services. The offeror has completed the annual representations and certifications electronically in SAM website accessed through www. ***. *. * offeror verifies by submission of the offer that the representations and certifications currently posted electronically that apply to this solicitation as indicated in paragraph c of this provision have been entered or updated within the last 12 months, are current, accurate, complete, and applicable to this solicitation including the business size standard applicable to the NAICS code referenced for this solicitation, as of the date of this offer and are incorporated in this offer by reference.
