Payment preference is WAWF. If you do not have a Wide Area Workflow (WAWF) account, you are unable to receive payment from Norfolk Naval Shipyard as payment is paid through WAWF.

An award will be made based on lowest price technically acceptable (LPTA). All quotes will be evaluated for both technical acceptability and price reasonableness.

Vendors must provide a detailed unpriced capabilities statement for review and acceptance by the technical POC. The technical capability portion of the quote should include lead time for each item and a complete list of supplies per the SOW ordering data, as well as the name of the manufacturer and country of origin.

Bids are due by 2:00:00 p. m. , local time, July 14, 2026. until the bid closing deadline of 2:00:00 p. m. , local time, july 14, 2026, after which time bids will not be received.

Each bidder must be licensed by the Oregon Construction Contractors Board or, for landscaping projects, licensed by the Oregon Landscape Contractors Board. Bidders must be licensed under ORS **** regarding licensing of contractors on projects involving asbestos abatement. The contract will have an initial duration of one 1 year not to exceed 9,108,****, subject to satisfactory contractor performance. Two optional one 1 year extensions with an additional 9,108,**** for a total contract value over three 3 years of 27,324,**** may be issued subject to availability of funding and satisfactory contractor performance.

Deliveries are scheduled to be completed within 5 to 6 weeks from the date of award. For example, Lot 1 and Lot 2 have a lead time of 5 weeks, while Lot 3 and Lot 4 have a lead time of 6 weeks. The delivery destination is FOB destination.

Payment will be processed through Wide Area Workflow (WAWF). Specific document types for payment requests (invoice, receiving report, progress payment, performance-based payment) will be specified by the contracting officer.

The government will award a purchase order to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation will be on a lowest price technically acceptable (LPTA) basis.

The contractor must be a responsible vendor. Technical quotes must reflect the required specifications and the exact brand specified in the statement of work. ITAR certification is required for technical drawing release. The contractor must maintain a quality system adhering to ISO 9001:2015 standards and comply with NIST SP **** Rev. 2.

The government, through any authorized representative, may visit/inspect the plant or plants of the contractor, or of any subcontractors, engaged in the performance of this contract.

First Article Testing (FAT) is required. The contractor shall submit a first article sample of 20 burst plugs and 20 burst plug covers prior to the first delivery of any production hardware.

Failure to comply with safety regulations may be cause for removal of a contractor or any contractor employee from the activity and may form the basis for contractual action, up to and including termination for default.
