Oregon Department of Transportation (ODOT) is seeking proposals for Construction Contract Administration and Construction Engineering Inspection (CACEI) services for the Sandlake Road slide repair project at MP 10. 6 in Tierra del Mar. This is a Work Order Contract (WOC) assignment under an existing Price Agreement (PA) series. Only consultants awarded a PA in the specified series are eligible. Proposals are due by August 14, 2026. The project involves rebuilding the road after a landslide. ODOT is committed to diversity, equity, and inclusion. All inquiries must be submitted in writing via email to the purchaser. The proposal submission deadline is the bid opening date, which is August 14, 2026, at 2:00 PM. The WOC is anticipated to start on 10/22/2026 and is expected to be completed by 7/16/2029.
Payment will be made for completion of, or acceptable monthly progress on, tasks and deliverables. Methods may include cost plus fixed-fee, fixed price for all services, fixed price per deliverable, fixed price per milestone, or time and materials, up to a maximum NTE amount.
Proposals will be evaluated based on philosophy and approach, project samples and references, proposer capabilities, project management, and cost effectiveness. Interviews may also be conducted and scored.
Consultants must have been awarded a PA in the specified series for the services identified in this miniRFP. Proposers must also demonstrate capability to complete the requested services, including staffing levels, capacity, and internal procedures for project management, quality assurance, and cost control.
Proposers must provide 2 project samples comparable to the requested services performed within the last 4 years, including descriptions of relevance, how issues were addressed, project type, size, duration, objectives, key staff roles, project budget, and schedule/budget adherence. Each project sample may not exceed 1 page.
Proposals may be rejected if they contain false or misleading statements. Failure to comply with requirements, such as submitting proposals after the deadline or by an unauthorized method, will result in rejection. Agency may also reject offers if the proposer is not responsible or has delinquent debt owed to the state.
