This is a Request for Quotation (RFQ) for janitorial services for U. S. Army Corps of Engineers leased spaces at 8 locations in Massachusetts. The contract period includes a base year and two option years. Vendors are required to conduct site visits and register by May 7, 2026. All submittals for safety and products must be submitted within 28 days of contract award. The procurement is set aside for small businesses. Vendors must have an active SAM. gov registration. Evaluation factors will include technical, price, and past performance.
The contract period of performance for the base year will begin at contract award and end May 31, 2027. The government may exercise two option years with the same scope of services. Option year one has a period of performance from June 1, 2027, and ends May 31, 2028. Option year two has a period of performance from June 1, 2028, and ends May 31, 2029.
The contractor shall furnish the real estate POC with one invoice per month, to ***@***. *. * identifying the contract number, stating the amount of services completed during the month, identified by item number and quantity. Invoices must be submitted by the 10th of the following month. Payments will be disbursed within thirty 30 days of an invoice being considered accepted by a TPOC or real estate POC.
The government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors will be technical, price, and past performance.
Vendors are required to be registered in SAM. gov at the time of submission and shall continue to be registered until time of award, during performance, and through final payment. Vendors must also conduct a site visit to confirm understanding of the scope, inspect existing conditions, and familiarize themselves with the sites prior to submitting a quote.
If the performance in any required service is unsatisfactory, and poor performance is clearly the fault of the contractor, monthly payments to the contractor may be reduced by the real estate POC as deemed appropriate per bid sheet. Deductions may also be taken by the government for defective individual services not satisfactorily performed and/or not performed. Deductions will be made for no-shows for scheduled appointment times on the basis of daily bid items.
