The period of performance for the base year is from June 22, 2026, through November 1, 2026. Option Year 1 is April 1, 2027, through November 1, 2027, and so on, up to Option Year 4 ending November 1, 2030. The overall contract period is from date of award through March 31, 2031.

Invoices are to be submitted once per month, within 14 days after the end of each month through the Invoice Processing Platform (IPP). A copy should also be emailed to Diana Freeman.

Award will be made to the offeror representing the best value to the government based on the lowest price technically acceptable criteria. The government will evaluate quotations based on price and technical approach.

Offerors must provide a synopsis of their technical capability, specify personnel and equipment, and detail any subcontracting plans. They must also provide minimum information and documentation to be considered responsive, including the ability to meet schedule requirements and a detailed explanation of any unmet requirements.

The contractor shall propose a delivery schedule that includes delivery of all equipment, installation start date, commissioning and testing timeline, and training schedule. Delivery time is a significant factor in award.
