Procurement of a complete lens anti-reflective (AR) coating system, including delivery and installation at FCI Butner Medium II. The system must enhance production capabilities for high-quality ophthalmic lenses. Key components include an AR coating machine, ultrasonic cleaning system, lab accessories, ovens, flow bench, startup kits, spare parts, consumables, installation, and technical support. A mandatory site visit is scheduled for June 11, 2026. Offers are due by July 14, 2026. Questions must be submitted by June 16, 2026. The contractor must be registered in SAM. Security clearances are required for site access.
The contractor shall propose a delivery schedule that includes delivery of all equipment, installation start date, commissioning and testing timeline, and training schedule. The government will evaluate delivery time as a significant factor in award. Installation shall begin within 10 business days of equipment arrival.
Payment will be made by Unicor FPI Central Accounts Payable. Invoices shall be submitted to PO Box ****, Lexington, KY **** or via email to ***@***. *. * is subject to the Prompt Payment Act and regulations at 5 CFR part ****.
The contractor will provide all warranty information as applicable in reference to the items listed in Section B. The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.
Award will be made to the offeror whose offer conforms to the terms of the solicitation and is determined to be in the best interest of the government, based upon evaluation of the factors included in this solicitation. Delivery time is a significant factor.
Offerors must be registered in the SAM database system prior to award. The contractor shall provide a company point of contact, vendor's point of contact, telephone number, email address, and business size. Background investigations will be conducted for all individuals requesting access.
Contractor caused delays shall be corrected at no additional cost to the government. Violations of prohibited items or dress code may result in removal from the facility and termination of access privileges.
A mandatory site visit will be conducted on Wednesday, June 10, 2026, at 9:00 am EST. Participants will meet in the front lobby of FCI Butner Medium II. Up to 2 people per company may attend. Mandatory site visit attendance is required for award.
Questions must be submitted no later than Tuesday, June 16, 2026, at 2:00 pm. All communication must be in writing.
Failure to comply with security procedures, prohibited items, or dress code requirements may result in denial of entry or termination of access privileges. Failure to inspect the site will not constitute grounds for claims after contract award.
