This is a competitive sealed bidding IFB for the resurfacing of Bldg 282 Motor Pool Lot. The scope of work includes concrete demolition, civil site work, prepping, grading, and paving of approximately 235,000 sq. ft. The project is estimated to cost between $2,500,000 and $5,000,000 and must be completed within 230 consecutive calendar days. Bids must be submitted electronically through HIEPRO no later than 2:00 p. m. HST on Friday, June 19, 2026. A site visit/prebid meeting is scheduled for June 9, 2026, at 2:00 p. m. Questions must be submitted via HIEPRO by June 9, 2026. Bidders must possess a valid State of Hawaii contractors license in the appropriate classification. A transaction fee of 0. 75% of the award, not to exceed $5,000, will be charged to the awarded vendor.
The project shall be completed within 230 consecutive calendar days from the date of commencement specified by the written order of the Adjutant General.
The awarded vendor shall pay a transaction fee of 0. 75% of the award, not to exceed $5,000 for each award. Payment must be made within thirty (30) days of receipt of invoice.
The surety shall not be held liable beyond two (2) years of the project acceptance date. Work and equipment are guaranteed for one year from the project acceptance date or as otherwise specified.
The contract will be awarded to the responsive, responsible offeror submitting the lowest lump sum bid.
Prospective bidders must be capable of performing the work and must possess a valid State of Hawaii contractors license in the appropriate classification.
Liquidated damages will be assessed at **** per working day for failure to complete the work on time, or as stipulated in the general conditions, whichever is higher.

Disqualification may occur for noncompliance with qualifications, evidence of collusion, lack of responsibility, being in arrears on contracts, lack of proper equipment or experience, no or improper contractors license, more than one proposal, delivery of bids after the deadline, or failure to pay overdue bills.
The estimated cost for the proposed work is between $2,500,000 to $5,000,000.
