The National Park Service is seeking proposals for invasive and nuisance plant control in Everglades National Park. The scope includes treatment of specific vegetation in various mound areas, willow, and cattail. Contractors must provide a site-specific technical approach, herbicide list with EPA registration numbers, safety data sheets, method of application, safety plan, and a detailed price proposal. All herbicides must be EPA/FDACS registered. Daily progress reports and GPS track data are required. Post-treatment inspections will be conducted three months after completion to evaluate effectiveness, with a minimum 95% kill rate required. Failed areas will require an additional treatment at no extra cost. Contractors must be familiar with federal, state, and local safety regulations regarding herbicide use and possess a certified pesticide applicator in Florida. Site visits are recommended for pricing. The work is best completed during the dry season for willow and cattail treatment.
Monthly invoices will be submitted to the Contracting Officer and COR, and payment will be made upon government acceptance of deliverables and verification of treated areas.
If any project area fails to achieve a 95% kill rate within three months after treatment completion, the contractor shall perform one additional comprehensive treatment of the affected areas at no additional cost to the government.
The contractor shall have an in-depth knowledge of the treatment area plant community, including plant identification skills for both native and exotic species. The contractor shall also have knowledge and experience with current control technologies of exotic pest plants common to the ecosystem being treated.
The contractor is liable for any penalty, fines, or damages resulting from the misuse of herbicides.
Site visits are recommended for contractors to understand where the work is occurring and to assist with estimating effort and providing reasonable pricing.
The NPS reserves the right to reject equipment that is dirty and could potentially spread unwanted substances within the park.
