Emergency Planning Government Bids & RFPs

Proposals must be submitted by 3:00 PM on Friday, June 26, 2026.

The SME will be selected based on the firm's expertise, background, and direct experience with the design and construction of police and fire facilities.

Proposers must have demonstrated experience, a minimum of ten years, in the planning and design of municipal emergency services buildings, specifically police headquarters, fire stations, or combined police/fire facilities on constrained or complex sites.

The last day for questions is Monday, June 12, 2026, at 3:00 PM EST.

Failure to provide a statement of ownership with the proposal is a non-waivable defect and will result in rejection.

Proposals must be delivered by 3:00 PM on Tuesday, June 30, 2026.

Acceptance of final payment by the contractor shall be considered a release in full of all claims against the city arising out of, or by reason of, the work done and materials furnished under this contract.

The city will select the most advantageous proposals based on all of the evaluation factors set forth at the end of this RFQ. The city will make the awards that is in the best interest of the city.

Proposers should submit a technical proposal which contains: licensed to practice medicine MD or DO; at least 5 years of experience and training in emergency medicine; understanding of EMS design and operations; familiarity with local/regional EMS activity; familiarity with administrative and legal processes impacting EMS prehospital care; familiarity with BLS skills and communication systems; familiarity with online/offline medical direction; involvement in fire/EMS training; involvement in quality improvement; knowledge of EMS plans, mass casualty and disaster plans; involvement in large-scale incidents; review and revise medical policies and procedures; work closely with training officer.

Failure of the bidder/proposer to submit the required information with submission is cause for automatic rejection of the bid or proposal.

The contract is an open-end contract in an amount not to exceed $105,000.

The period of performance for the base year is from 07/01/2026 through 06/30/2027.

Invoices shall be submitted monthly in arrears. Payment will be made by EFT.

The contractor warrants and implies that the items delivered hereunder are merchantable and fit for use for the particular purpose described in this contract.

The government will award a contract to the technically acceptable responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Technical capability and management approach are weighted higher than price.

Prime contractor key personnel must show at least three years working with VAMHCS operations and Maryland environmental regulatory interface, with expertise in specific environmental disciplines. The prime contractor must have an office within 75 miles of the Perry Point VA Medical Center.

Work will be done electronically or virtually with site visits as needed or requested by COR or designated VAMHCS personnel.

In the event of the contractor's or a subcontractor's noncompliance with clause ****, this contract may be canceled, terminated, or suspended in whole or in part, and the contractor or subcontractor may be declared ineligible for further government contracts.
