This is a pre-solicitation notice for a requirement of branched wiring harnesses for M1A2 Abrams tanks. The forthcoming Invitation for Bids (IFB) will be a total small business set-aside and is anticipated to result in a firm fixed-price contract. An export-controlled technical data package (TD) is associated with this requirement, limiting access to Department of Defense (DoD) and US DoD contractors. Offerors must have a current DD Form **** militarily critical technical data agreement on file and certified with the Defense Logistics Information Service. The IFB will be issued electronically to the System for Award Management (SAM) website. Interested parties are responsible for obtaining the IFB and any amendments from SAM; failure to do so may result in bid rejection.

This solicitation is for solar photovoltaic system preventive maintenance inspection and repair services for one base and up to four option years. The VA Loma Linda Healthcare System has five solar arrays and metered inverters on-site. The contractor must provide all labor, materials, tools, equipment, engineering, transportation, qualified personnel, supervision and other services necessary for performing solar pv system management, maintenance, repair, cleaning, and training. The contractor must provide monthly and annual energy production reports, a completed maintenance checklist/log, list of issues discovered, resolution, and applicable photos. The contractor must attend monthly meetings, develop and maintain an effective quality control program (QCP) and site-specific safety plan, and abide by all latest applicable regulations, publications, manuals, and local policies/procedures. Contractor personnel must have a general employment background check. The government will provide site access, operation & maintenance (O&M) manuals, as-builds, and any technical documents on file, and access to water spigot for module washing. The contractor must notify the COR at least one month of any site visits or services to discuss and coordinate the best course of action with VA police, facility, safety, and any other departments involved. The contractor shall check-in and check-out with the COR for each site visit. The solicitation is set-aside for 100% service-disabled veteran-owned small business concerns.

The Northeastern Vermont Development Association (NVDA) is seeking proposals for a feasibility study to connect the Newport bike path with the Beebe Spur rail trail. The study will involve identifying alternatives, assessing costs, and providing recommendations. The scope of work includes project kickoff meetings, compiling base maps, local concerns meetings, identifying land use context, developing conceptual alternatives, identifying right-of-way issues, utility conflicts, and natural/cultural resource impacts. Proposals must include a technical proposal (with detailed steps, estimated labor hours, schedule, personnel qualifications, similar project demonstrations, and a work sample) and a separate cost proposal. Proposals are due by a specific date and time, and must be submitted electronically. The selection committee will evaluate proposals based on weighted criteria, including qualifications, experience, project understanding, proposal clarity, and work sample quality. The successful consultant will be required to register with the Vermont Secretary of State's office and obtain insurance coverage.

The USDA invites offers to sell catfish products for domestic food distribution programs. Bids are due by 1:00 PM CT on May 6, 2025. Deliveries are between July 1, 2025, and November 30, 2025.
