Tompkins County is seeking bids for reusable bags to be distributed to low- and fixed-income residents as part of the NYS single-use plastic bag ban legislation. Proposals are due August 13, 2026, by 2:00 PM ET. Bidders must provide samples upon request. The contract term is one year with two one-year extension options. Bids will be evaluated based on the lowest total bid, completeness, and bidder capabilities. All pricing must include delivery.
Proposals are due August 13, 2026, before 2:00 PM ET. Delivery of items will occur within a specified number of days after receipt of order, to be indicated on the bid form.
Tompkins County's terms are net thirty (30) days if payment by paper check is required, but may be sooner for vendors who accept payment by credit card or ACH.
In the event that equipment and/or products fail to meet the county's expectations, the vendor shall, at its own expense, repair or replace said items.
Bids will be evaluated based on the lowest total bid, completeness of bid, and bidders demonstrated capabilities and professional qualifications.
Bidders must demonstrate the necessary ability to commence the work at the prescribed time and thereafter perform and complete the work at the specified rate or time. The county reserves the right to reject any bid if the submitted information fails to satisfy the county that the bidder is properly qualified.
In the event of a breach by the contractor, the contractor shall pay to the county all direct and consequential damages caused by such breach.
Bidders must furnish samples of their proposed products, including color samples, upon request. Samples must be sent to the Tompkins County Department of Recycling and Materials Management within ten (10) days of request.
Requests for clarification to the specifications must be submitted via bidnet direct. com no later than seven (7) days prior to the bid due date, August 6, 2026, before 5 PM ET.
Bids may be rejected if the bidder has previously failed to complete contracts within the time required, has performed similar work unsatisfactorily, or cannot show the necessary ability to commence and complete the work as specified.
