This is a public tender for the furnishing and delivery of various types of ammunition for the Honolulu Police Department. The contract will be awarded to the responsive, responsible offeror with the lowest total price for each item. Offerors must submit prices for one or more items. All awards are subject to funding availability. The contract term is 12 months, with potential extensions up to 48 months. Delivery is to the Honolulu Police Department Property and Supply Room within 60 calendar days of a delivery order. Offerors must be registered on the Hawaii Compliance Express system or provide required tax clearances and certificates of compliance. The bid price must include all labor, tax, equipment, freight, shipping, handling, and incidental work. Specific technical performance requirements are detailed for each type of ammunition, including frangible, marking, less-lethal bean bag, and 00 buckshot rounds. Offerors must provide ballistic data upon request and may be required to submit ammunition samples for evaluation at no cost to the city. Defective rounds will result in a statement of credit. Semiannual usage reports are required upon request. The city may maintain contractor performance records for future contract awards.
The delivery of all items shall be made to the specified address within sixty (60) calendar days from the issuance of the delivery order or as mutually agreed upon by both parties in writing.
The city agrees to pay the contractor for satisfactory performance and completion of the work in accordance with the payment schedule and provisions set forth in the contract documents. The contractor shall accept payment by credit card transaction.

Prior to the award of the contract, the successful offeror shall be registered as compliant on the State of Hawaii Compliance Express system or submit required tax clearances and certificates of compliance.
Failure to meet contract requirements will constitute a breach of contract that may result in suspension or debarment, and the exercise of rights and remedies as provided by law.
The city reserves the right to request additional information and ammunition for evaluation purposes, at no cost to the city. Any expenses incurred to provide the sample, including freight and handling charges, shall be the responsibility of the offeror.
The deadline to submit requests for clarifications/substitutions is March 24, 2026.
