The Teacher Retirement System of Texas (TRS) is seeking a qualified contractor to perform a competitive pay analysis of TRS investment positions. This includes assessing the competitiveness of base salary and incentive compensation by job title for both filled and vacant roles. The solicitation is a Request for Proposal (RFP) with a proposal submission deadline of June 3, 2026. The contract term will be five years. Respondents must have five years of experience as a full-service consulting firm with expertise in compensation analysis for public U. S. pension funds and private sector firms, and two years of historical investment position survey data. Subcontracting opportunities for veteran-owned businesses (VETHUB) are probable, and respondents must submit a VETHUB subcontracting plan. Proposals will be evaluated based on best overall value, considering past performance, key personnel, proposed performance details, and proposed pricing. TRS may conduct presentations, interviews, and/or demonstrations. Proposals must be submitted electronically through the PAVES system. The deadline for submission of proposals is June 3, 2026, at 3:00 p. m. , Central Time. Late proposals may not be considered.
Respondents shall propose fully loaded, firm, fixed prices or hourly rates that are inclusive of all costs of performance. Direct costs for travel expenses may be paid, provided prior written approval is obtained from the TRS contract manager. Payment of travel costs will be reviewed on a case-by-case basis and is not guaranteed.
TRS will select the vendor who represents best overall value for TRS based on the candidates' qualifications, experience, acceptance of TRS contract terms and conditions, proposed pricing, and other relevant factors.
Respondents must have five (5) years of experience as a full-service consulting firm with expertise in compensation analysis with public U. S. pension funds and private sector firms, and two (2) years of historical investment position survey data from CIO to a starting investment analyst for public U. S. pension funds and private sector firms.
Presentations, demonstrations, interviews, and/or site visits by top-ranked respondents may be requested by TRS as part of the evaluation process.
