Delivery shall be made FOB origin as soon as possible but not later than two hundred and seventy (270) days from the date of contract award.

Contract line items 1, 2, and 11 should have a minimum one (1) year warranty against defects. The offeror shall provide a full one-year manufacturer warranty.

The government will award this contract using the lowest priced technically acceptable (LPTA) process. A single award will be made to that responsible offeror whose total evaluated price is the lowest and whose proposal meets or exceeds all technical and past performance evaluation criteria.

To be considered for award, the contractor must be determined by the contracting officer to be responsible in accordance with the standards described in FAR 9. 104-1. The seller certifies that it is an authorized distributor of the product being sold and has the required certifications/specialization. Sellers must be able to document their ability to provide items through manufacturer approved distribution channels.

Any penalties rendered to the contractor, as a direct result of being found non-compliance with AECA and ITAR, will be the responsibility of the contractor.

A factory warehouse visit may be conducted by the INL COR and/or delegated representatives to evaluate quality assurance, quality control, shipping control, and physical inspection of randomly selected finished items prior to shipping.

Failure to be in compliance with AECA and ITAR by the date planned for commencement of contract performance, as well as during the entire performance of work under this contract, may result in contract termination.

Payment will be made via Wide Area Workflow (WAWF). Invoicing and payment will be made via wide area workflow wawf.

Quotes will be evaluated based on the total overall lowest price for all contract line items, provided the quote complies with the solicitation terms and conditions and the offeror is determined to be responsible. Offers the total overall lowest price for all contract line items.

Offerors must be registered in the System for Award Management (SAM) database. A prospective awardee shall be registered in the system for award management sam database by the quotation submission date.

Technical brochures, manufacturer specifications, or other descriptive literature must be submitted with the quote to demonstrate that the proposed alternative meets or exceeds every salient characteristic.
