Bids must be received not later than 2:00 p. m. on August 6, 2026.

Prices bid must be based upon payment in thirty 30 days after delivery and acceptance.

The contractor shall keep his entire portion of the work in repair, without expense to the owner, for a period of two 2 years from the date of final certificate unless specified for a longer time elsewhere.

Award will be made to the lowest responsible and responsive bidder. In addition to price, evaluation includes quality of performance, timely completion of previous contracts, sufficiency of financial resources, and ability to provide quality and timely maintenance.

On any public works bid submitted in the amount of $50,000 or more, the contractor shall certify that he or she is licensed under Louisiana Revised Statute 37:2150, et seq. and show his or her license number on the outside of the bid envelope and on the bid schedule.

For each calendar day or workday that work remains uncompleted after the contract time specified, a sum will be deducted as liquidated damages, based on the original contract amount.

Bidders are required to visit the job site prior to submitting a bid, for the purpose of becoming familiar with site conditions, specific job requirements, and to take or verify measurements as appropriate.

A written appeal to the purchasing agent for review by the city's disqualification review board must be submitted within ten 10 days after notice of possible disqualification.

Substantial negative findings from the award criteria may result in the disqualification of the lowest bidder. Failure to execute a contract awarded by the city, or being in arrears to the city, can also lead to disqualification.

The designer's estimate is $2,198,****.

The solicitation will end on 30 July 2026, 4:00 PM Eastern Time. Delivery is required to 302 Newmarket St, Newington, NH ****.

The government will award a purchase order to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government on price and other factors considered, and technical acceptability.

This requirement is 100% set aside for small business, and only qualified vendors may submit quotes. Quoters will be evaluated on acceptable or unacceptable based on their ability to provide a detailed response on how they meet the salient characteristics of each item.

The quote is unacceptable if it fails to clearly explain how the product meets or exceeds the line items in the solicitation, does not provide details on how their product meets or exceeds minimum salient characteristics, or does not provide delivery requirements.

The deadline for bid submittal is 3:00 PM on Friday, August 21, 2026.

Progress and final payments will be made as provided for in the contract documents.

The date of substantial completion is the commencement of applicable warranties required by the contract documents.

The award shall be made to the lowest responsive, responsible bidder, considering price and other factors such as ability, capacity, skill, character, integrity, reputation, judgment, experience, and efficiency.

Bidders must be state of Florida certified licensed general contractors or Miami-Dade County registered licensed general contractors or state of Florida certified underground utility and excavation contractors.

Liquidated damages apply for failure to achieve substantial completion ($2,232. 00/day) and final completion ($1,116. 09/day).

A site visit is mandatory and will be held on Monday, July 20, 2026, at 10:00 AM ET at Liberty Avenue north of 23rd Street public right-of-way, Miami Beach, FL ****.

Questions will be allowed up to 15 days before the initial deadline for submittal of bids, with the last day for receipt of questions being Friday, August 07, 2026, by 5:00 PM ET.

Failure to receive an addendum, submit required documents, or comply with minimum requirements may result in disqualification.
