Task orders will identify quantities and shipping destinations for samples bottles to VA facilities in the state of Montana.

The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Offeror shall submit Montana laboratory certification: certification as a drinking water laboratory in Montana, issued by Montana Department of Public Health and Human Services MT DPHHS Department of Environmental Quality DEQ laboratory certification program.

To receive payments, the contractor shall submit monthly, itemized invoices. Payments will be made within 30 to 90 days of receipt, subject to compliance. Invoices received more than 30 calendar days after the termination of the agreement will not be considered for payment, except for warranty retention.

The warranty period for retention is one year after the end of the contract.

The award of the contract shall be made to the lowest responsive and responsible bidder.

Bidders are obligated to submit a complete and accurate vendor background questionnaire. The city will conduct investigations to determine bidder responsibility and ability to perform the work.

Liquidated damages are $300 for each consecutive calendar day over the completion time.

A non-mandatory pre-bid site inspection is scheduled for August 11, 2026, at 10:00 AM at 285 Nepperhan Ave, Yonkers, NY.

The deadline for receipt of written questions submitted to the purchasing contacts via email is Thursday, August 13, 2026, 2:00 PM EST.

Failure to submit the certificate of registration with the bid may result in disqualification. Noncompliance with bid submission requirements may also lead to disqualification.

The contractor shall provide their employees with the necessary environmental, health, and safety training to ensure compliance with all occupational safety and health acts OSHA, and local UK laws. The contractor shall protect the health and safety of employees and the community, minimizing the risk of environmental pollution.

Failing to meet the performance threshold as outlined in the SS for any performance objectives in any 1 month period may result in a warning or letter of concern from the CO or a reduction in the applicable CLIN price. Failing to meet the performance threshold as outlined in the SS of these performance objectives, in any combination for any two or more consecutive or nonconsecutive months during a contract period, may result in an immediate progress meeting with the multifunctional team.

Proposal submission deadline is August 18, 2026.

Proposals will be evaluated based on public safety experience, testing methodology, assessment center services, project management and support, security and quality assurance, and cost value.

Vendors must be qualified to provide comprehensive promotional testing administration services, capable of designing and administering legally defensible, job-related, fair, consistent, valid, and practical promotional processes.

Late submissions will not be accepted.
