The anticipated completion of this project is 12 months or 360 calendar days after receipt of notice to proceed.

Contractor shall provide a certificate of warranty for material supplied and workmanship for a minimum of one year from the date of acceptance.

Prior to submitting any bid, a site meeting will be held and participants would include but not limited to the contractor, contracting officer and/or COR, district engineer, and the cemetery director. The purpose of the meeting would be to visit site locations, clarification of scope, and to thoroughly investigate the site to ensure a clear understanding of the project.

The contractor shall be responsible to ensure that the VA COR reviews shop drawings, detail drawings, schedules, descriptive literature and samples, and review the color, texture and suitability of materials for conformity with the contract documents.

The magnitude of construction for this project is more than 10,000,****.

The anticipated solicitation will be evaluated based on factors outlining the best overall value to the government.

Interested parties should provide a brief capabilities statement and include company cage code, unique entity id, name, address, point of contact, and applicable telephone numbers and e mail addresses. Small business designation as recognized by the Small Business Administration is also required.

The industry day event on July 29, 2026, is for market research and information gathering only and does not constitute the official site visit. The official site visit will be formally scheduled and conducted after the solicitation is officially issued.

Failing to provide a response to this sources sought notice or attend the industry day does not disqualify any firm from later submitting a proposal when if a solicitation is posted for this requirement.

The project magnitude is anticipated to be between 10m and 25m.

Bids must be submitted not later than August 19, 2026, 3:00 PM PT.

Contractor shall submit invoices for services performed and allowable expenses incurred. Each invoice must describe with particularity all services and expenses for which payment is requested, and must include the dates the services were performed or expenses were incurred. All invoices must be submitted to ***@***. *. *, or to such other address as SAIF provides by written notice to contractor. Each invoice must include a valid SAIF purchase order PO number.

Contractor represents and warrants that services will be performed in a timely and workmanlike manner using qualified personnel, conform to specifications, and be free from error or defect.

Proposers are encouraged to provide certification numbers if certified by Oregon's Certification Office of Business Inclusion and Diversity (COBID) and names, email addresses, and telephone numbers of two to four individuals SAIF can contact to discuss qualifications.

Failure of the contractor to comply with the criminal background check terms shall be a material breach of the contract, and may result in the immediate termination of this, or any other, contract with SAIF.

The contractual delivery requirement is measured from asset return to the date of asset acceptance. Accelerated delivery is encouraged and accepted before the delivery dates listed in the schedule. The resultant contractual delivery requirement is measured from asset return to the date of asset acceptance under the terms of the contract.
