Selection will consider firm qualifications and experience, key team member qualifications and experience, project understanding, methodology, approach, and availability/capacity of key team members. Priority consideration will be given to qualified firms with proposed Small Professional Service Firm (SPSF) participation if firms are equal on evaluation. all prequalified firms who submit responsive letters of interest will be considered. in selecting a firmteam, the selection committee will take into consideration qualificationinformation including such factors as: 1. 20 qualifications and relevant experience of firm 2. 30 qualifications and relevant experience of key team members 3. 30 project understanding, methodology and approach 4. 20 availability and capacity of key team membersafter reviewing qualifications, if firms are equal on the evaluation review, then those qualified firmswith proposed spsf participation will be given priority consideration.

Firms must be prequalified by the NCDOT for discipline codes 195 (Roadway Construction Engineering and Inspection), 233 (Structures Construction Engineering and Inspection), and 289 (Signal Systems Inspection). Engineers performing the work must be registered professional engineers in North Carolina. the primary andor subconsultant firmsshall be prequalified by the department toperform all of the discipline codes listed below for the city of salisbury. disciplinecodes required are: 195 roadway construction engineering and inspection 233 structures construction engineering and inspection 289 signal systems inspection

LOIs that do not meet all stated requirements will be disqualified, with no exceptions. Failure to submit all information in a timely manner will result in disqualification. if lois do not meet all of these requirements they will bedisqualified. no exception will be granted. failure to submit all information in a timely manner will result in disqualification.

The contract time for completion is specified in calendar days. The start date is the day of, 2026, and the completion date is the day of, 2026, upon issuance of the notice to proceed.

Payments are made based on monthly estimates, with 95% of the estimated sum paid within five days after the first regularly scheduled meeting of the mayor and board of commissioners of the following month. The final estimate, including retainage but less any liquidated damages, will be paid within five days after the first regularly scheduled meeting of the mayor and board of commissioners of the following month, after proof of payment of all claims and obligations.

A maintenance bond guarantees the maintenance of the work for a period of three years after acceptance by the city. The contractor is also responsible for remedying defects due to faulty materials or workmanship for one year from the date of acceptance.

The contract will be awarded to the lowest responsible bidder after investigations into their responsibility. The owner reserves the right to reject any or all proposals and to waive technicalities.

All bidders shall have complied with the prequalification requirements of the City of Enid, Oklahoma. Bidders may be disqualified for reasons such as being in arrears on existing contracts, having defaulted on a previous contract, or lacking competency.

Failure to execute the contract and furnish satisfactory contract bonds within the specified time may result in the forfeiture of the proposal guaranty as liquidated damages. The owner may also deduct the cost of remedying defective work or removing unauthorized work from any compensation due to the contractor.

Bidders are required to visit the site of the work to examine local conditions and inform themselves of difficulties to be encountered.

The contractor shall submit samples of materials, finish, appliances, etc. , when required by the engineer, and all such samples must be approved in writing before the work is executed.

Bidders may be disqualified if more than one proposal is filed under the same or different names, if they are interested in more than one proposal, if collusion is suspected, if they are in arrears or have defaulted on contracts, or if they lack competency.

The work shall be completed by 11/01/2026.

Payment will be made upon successful completion of the event and submission of invoices to ***@***. *. * by the vendor.

Refusal to comply with vehicle checks may result in loss of base driving privileges, revocation of base registration, or debarment.
