Kitsap County is seeking bids for the Dyes Inlet Lagoon Bulkhead Removal and Shoreline Restoration Project. The project involves removing existing shore armor, constructing a new rock retaining wall, and restoring the shoreline. A mandatory site visit is scheduled for Tuesday, June 23, at 10:00 a. m. Bids are due by Wednesday, July 8, 2026, at 2:00 p. m. Written questions are due by Wednesday, July 1, 2026, at 2:00 p. m. via email only. The estimated engineer's cost is $370,000.

The county shall pay ninety-five 95 percent of the invoice within thirty 30 calendar days of receiving an acceptable invoice. Five 5 percent will be retained.
The county reserves the right to award the bid in a manner and on a basis which will best serve the county, taking into consideration the bidder responsibility statement, project specifications, contract documents, and applicable procurement law. The intent is to award to the lowest responsive and responsible bidder.
Bidders must be responsible and responsive. The county may conduct reference checks to verify past performance. Bidders must also meet contractor registration and licensing requirements.
Liquidated damages of **** per working day will be assessed for delays beyond the established completion time, unless an extension is granted.
A mandatory pre-bid site visit will be held on Tuesday, June 23, at 10:00 a. m. at the private shoreline restoration site.

Bids may be rejected for late or incomplete offers, noncompliance with solicitation, inaccurate information, or failure to respond to every item. Oral communications with other county staff may disqualify bidders.
