This project involves construction for Electronic Health Record Modernization (EHRM) infrastructure upgrades at the Togus VA Medical Center in Augusta, ME. The scope includes demolition, renovation, and construction of various building systems such as structural, electrical, HVAC, plumbing, and data communication infrastructure. Work also includes hazardous material abatement, fire suppression and alarm system upgrades, and physical security enhancements. The project duration is expected to be 730 calendar days from the Notice to Proceed. Phasing of work is critical to minimize disruption to medical center operations, with a requirement for 30 days' notice for any service/utility interruption. The contractor must provide a detailed Gantt chart construction schedule and attend weekly progress meetings. Working hours may include after-hours and weekends. Daily work reports are required. Submittals, inspections, and acceptance are managed electronically, with critical submittals needing approval before mobilization. Safety and security are the contractor's responsibility, including providing an OSHA certified competent person onsite at all times. A third-party commissioning agent is required. The contractor must also provide training to VA staff and a 1-year warranty on all project items. Redline prints of construction documents must be maintained and submitted for approval. Progress payments require up-to-date documentation including redlines, submittal log, RFI log, change order log, and CPM schedule.

The contractor shall provide a 1-year warranty on all items within the scope of this project, subject to latent defects, per **** warranty of construction.
The site safety and health officer, the QAQC manager, and the superintendent shall be distinct and independent duties fulfilled by individual persons with minimum 5 years experience in healthcare mechanical system installations. The site superintendent and the QAQC manager shall be dedicated to this project alone. These incumbents shall have OSHA 30 hour certification, minimum. All other incumbents shall have OSHA 10 hour certification.
Any work that is installed without proper coordination of existing utilities or poor workmanship will be rejected and reinstalled at no additional cost to the government. Any deviations or work that is nonconformant to standards, regulations, or specifications shall be removed and corrected at no cost to the government.
A prebid walkthrough will be held on site and scheduled by the contracting officer (CO). Questions may not be asked on site or directed to individuals. All questions shall be in writing and submitted to the CO by the specified deadline.
Samples as required by the specifications and project drawings must be submitted.
