Proposals must be received no later than 10:00 am, August 31, 2026.

Payment for services and/or product will be processed within thirty 30 days from invoice date and acceptance of services and/or product.

The BRA will select the most highly qualified respondent on the basis of demonstrated competence and qualifications and then attempt to negotiate a contract at a fair and reasonable price.

To be considered as eligible, a respondent shall have complied with all legal requirements to permit them to operate in the state of Texas.

Failure to adhere to communication restrictions during advertising, evaluation, and selection phases will result in the rejection of a respondent's proposal.

Any questions concerning this proposal should be submitted no later than five 5 days prior to the opening of the proposal.

Failure to submit any of the requested information will be grounds for rejection of proposal or delay issuance of a purchase order/contract.

The BRA is currently seeking proposals for its estimated $170 million investment portfolio.

Equipment shall be delivered within 30 days of contract award. The anticipated period of performance is September 1, 2026, to August 31, 2027.

Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform (IPP). Specific invoice requirements are detailed in the contract payment clause.

A 1-year warranty is required upon delivery of the equipment.

The government will award to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered.

Offerors must demonstrate a thorough understanding of the effort required and capability to meet all requirements. Past performance is a significant evaluation factor.

Failure to comply with contract terms, including those related to sexual assault and harassment prevention, may result in contract termination, suspension of payments, or debarment.

Protests must be served on the contracting officer by obtaining written and dated acknowledgment of receipt within one day of filing with the GAO.

Failure to follow instructions regarding quote format and content, inclusion of caveats or exceptions, or using AI-generated content may result in disqualification.

Contractor personnel must possess an interim or final Secret security clearance eligibility. All personnel performing on or supporting a DISA contract/order must be U. S. citizens. Personnel requiring Secret access must undergo a favorably adjudicated Tier 3 (T3) investigation or equivalent.

Substandard performance may result in a negative CPARS rating. For each item not meeting acceptable performance levels, the government will issue a Corrective Action Report (CAR).

The items in this procurement must arrive by 4/16/2026.

The vendor must have a quality management system similar to or exceeding ISO ****:**** requirements and provide services meeting at minimum the requirements of ISO/IEC 17025:2017 applicable to calibration laboratories. At a minimum, the vendor shall have in place a quality management system similar to or exceeding iso ****: **** requirements.
