This is a sealed bid procurement for the replacement of campus fire hydrants and underground piping at the Northport VA Medical Center. The project includes replacing five fire hydrants, three fire valves, two post indicator valves with tamper switches, relocating one hydrant, and installing approximately 280 linear feet of 8-inch ductile iron pipe. A mandatory pre-bid site visit is scheduled for July 14, 2026. All questions must be submitted in writing by July 21, 2026. Bids are due by 9:30 am EST on August 4, 2026, and will be opened online at 10:00 am EST on the same day. The contract award will be made to the responsive, responsible bidder whose bid is most advantageous to the government, considering only price. Contractors must be registered in SAM. gov and verified as SDVOSB. The estimated magnitude of construction is between $500,000 and $1,000,000. The performance period is 120 calendar days from the notice to proceed.
The contract period of performance for base bid construction shall be 120 calendar days from notice to proceed (NTP).
Contractor shall guarantee workmanship and materials for one year following official acceptance.
The contract award will be made using FAR part 14 sealed bidding procedures, selecting the responsive, responsible bidder whose bid is conforming to the invitation for bids will be most advantageous to the government, considering only price and the price-related factors included in the invitation. The selected bid must be determined to be a fair and reasonable price.
To be eligible for award, contractor must be registered in SAM www. ***. *. * with a unique entity identifier and verified/certified as SDVOSB in the small business search www. ***. *. * at time of bid submission and before award of this procurement. Offerors must submit their annual Vets **** report.
A prebid site visit is scheduled for July 14, 2026, at 11:00 am EST. Prospective bidders shall meet at Northport Building 10, 2nd Floor Conference Room 205. No other site visits will be allowed.
Questions must be received no later than July 21, 2026, at 2:00 pm EST.
Failure to affirm being within the guidelines above or submit this information may result in a determination of nonresponsibility for the bidder/offeror. Any information received by the government that would cause a negative determination of responsibility may make the bidder/offeror ineligible for the award.
