This is a public tender notice from the Department of Veterans Affairs for construction services to address site deficiencies at the Lake Baldwin facility in Orlando, FL. The contractor shall begin performance within 360 calendar days and complete it within calendar days after receiving award, notice to proceed.

The clause ****, warranty of construction, is supplemented as follows: Should the contractor fail to complete the work or fail to proceed promptly to provide guarantee period services after notification by the contracting officer, the government may, subject to the default clause contained at FAR ****, default fixedprice construction, and after allowing the contractor 10 days to correct and comply with the contract, terminate the right to proceed with the work or the separable part of the work that has been delayed or unsatisfactorily performed.
The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: technical approach, past performance, and price. Technical and past performance, when combined, are more important than price.
All interested offerors must be registered in the System for Award Management (SAM. gov) and must be certified SDVOB and verified in SBA's VetCert program database.
If the successful bidder, upon acceptance of its bid by the government within the period specified for acceptance, fails to execute all contractual documents or furnish executed bonds within 10 days after receipt of the forms by the bidder, the contracting officer may terminate the contract for default.
A site visit for this requirement is scheduled to occur on Wednesday, May 13, 2026, at 10:00 am EST. Participants are to meet at Building **** in front of the engineering office.
