The district shall pay for materials, supplies, or services furnished under the contract within 30 days for service satisfactorily performed by the successful bidders after receipt of properly documented invoices/statements.

The award of this solicitation is conditional on the winning bidders accepting the terms of the RFP. The district intends to award the RFP based on price, traceability, delivery specifications, minimum delivery amounts, geographic preference, small and minority business status, technology and reports, and service per the evaluation criteria herein.

A responsible bidder is defined as a bidding party possessing the skill, judgment, integrity, and financial ability necessary to timely perform and complete the contract being bid.

The district shall hold the bidders responsible for any damage which may be sustained because of failure or neglect to comply with the terms or conditions listed herein. If the successful bidder fails or neglects to comply with the terms of the RFP, the district may, upon written notice to the bidder, cancel the contract/purchase order in its entirety or cancel or rescind any or all items affected by such default.

The district has indicated on the itemized bid list attachment 19 certain items that it requires samples for in order to consider awarding. These items will be used on the district's mechanical packing line and must be tested. The district requires a small sample size minimum 50 pieces in order to conduct these tests. Samples should be submitted on or before the bid submission date.

Any proposer may file a protest. The district's director of purchasing will receive the protest in writing no later than 2:00 p. m. after the fifth business day following the proposal opening date.

The contractor shall begin performance within 10 calendar days and complete it within 365 calendar days after receiving award, notice to proceed.

All quotations will be evaluated to identify the offeror presenting the most technically advantageous solution based on the stated evaluation criteria. Compensation for the required services will be made on an hourly rate basis or a fixed fee basis, or a combination of both, depending on the scope and complexity of the work. The parish reserves the right to determine the method of payment for each individual assignment.

The following criteria will be used to evaluate each firm submitting a statement of qualifications: professional training and experience, size of firm, capacity for timely completion, past performance, location of the principal office, adversarial legal proceedings, and prior successful completion of projects.

The persons or firms under consideration shall have at least one principal who is a professional engineer registered in Louisiana, and a professional in charge of the project who is a professional engineer registered in Louisiana with a minimum of five years of experience in the disciplines involved. A subcontractor may meet the requirement of having one employee who is a professional engineer registered in Louisiana in the required field(s) of expertise only if the advertised project involves more than one discipline.

Protests relating to the decisions by the evaluation committee or by the Jefferson Parish Council shall be brought before the 24th Judicial Court.

The estimated fees for this work may vary among different assignments; however, no individual assignment can have a fee exceeding $500,****, exclusive of resident inspection services.

The bid packages are due by Tuesday, April 28, 2026, at 2:00 p. m.

Interested vendors should have demonstrated experience in projects of similar size and complexity.

A prebid meeting is scheduled for Wednesday, April 15, 2026, at 2:00 p. m. at **** Luds Lane.
