Tea Addict Government Bids & RFPs

Proposals are due no later than 1:45 PM CST, September 15, 2026.

Invoices will be paid within thirty 30 calendar days of receipt by the county or city. Payment provisions are detailed in a separate document linked in the RFP.

Goods or equipment delivered and/or services rendered must be made according to the terms of the agreement. The contractor agrees to remedy recalled defects at no cost to the county or city.

Proposals will be evaluated based on criteria formulated around the most important features of the products and/or services, such as quality, testing, references, service, availability, or capability. Price may not be the determinative factor.

Minimum firm qualifications will be based on the firm's method of providing the service and the fee schedule achieved through discussions and agreement with the city's and county's respective purchasing departments.

Failure to comply with guidelines regarding contact with county or city employees may disqualify proposals. Violations of laws regarding environmental protection, nondiscrimination, or workplace safety may result in termination for cause.

Any protests and/or challenges to the bid process must be filed timely and pursuant to Sedgwick County's protest procedure.

Failure to comply with contact guidelines, submitting late or incomplete responses, or providing false representations on certifications may lead to disqualification or rejection of proposals.

All potential payments shall be made in accordance with the Illinois Local Government Prompt Payment Act, as amended.

Proposals will be evaluated based on organization experience and qualification (35 points), ability to meet the scope of services and program requirements (35 points), references (15 points), and cost proposal (15 points).

The treatment provider must be an Illinois licensed behavioral health provider with qualified licensed clinical staff, experience serving justice-involved populations, and the ability to collaborate with multidisciplinary teams.

Proposals may be deemed nonresponsive if they conflict with the terms and conditions, or if the respondent fails to promptly supply requested information. Disqualification may also occur upon evidence of collusion or other illegal practices.

Proposals shall be submitted no later than September 10th, 2025 at 4:00 pm CST.

The selection of the successful proposer will be based upon demonstrated competence, knowledge, qualifications and reasonableness of the proposed fee, where applicable, for the services as evidenced by successful proposers qualified proposal.

Interested vendors should submit a proposal including: technical approach, company qualifications and relevant experience, detailed budget, implementation plan, compliance certifications, three references from similar engagements.
