This is a Request for Bids (RFB) from the Onondaga County Resource Recovery Agency (OCRRA) for utility potholing services to locate a 20-inch diameter natural gas pipe owned by National Grid at the Ley Creek Transfer Station. The work involves nondestructive excavation, digging and backfilling potholes at six anticipated locations using soft excavation methods like vacuum excavation and hand digging. Contractors must submit a Certificate of Non-collusion, Conflict of Interest Affidavit, Disclosure to OCRRA, and a completed bid pricing sheet by May 1, 2026. Coordination with OCRRA and National Grid is required at least two weeks before starting work. The contractor must manage any groundwater encountered and backfill potholes the same working day. Prevailing wages as required by New York Labor Law Articles 8 and 9 must be paid. OCRRA is exempt from New York sales taxes. The contractor will be required to warrant all materials and services for one year. Insurance requirements include General Liability, Property Damage, Automobile Liability, and Workers Compensation. The work is to be completed within 30 days of contract award.
The contractor will be required to warrant for a one-year period that all materials and services performed under the form contract shall be free from defects in workmanship and conform to the requirements of the form contract.
OCRRA will only consider proposals for which the bidder demonstrates sufficient expertise and experience, as deemed necessary and appropriate by OCRRA and National Grid, and submits cost-efficient estimates for executing identified work activities.

If the contractor should fail or refuse to correct or reperform defective or nonconforming services, OCRRA may, by contract or otherwise, correct or replace with similar services and charge to the contractor the cost incurred to OCRRA thereby or obtain an equitable adjustment in the contract price.
Potential contractors are encouraged to visit the site prior to submitting a proposal to assess the current conditions and take field measurements, as appropriate, for development of a proposal. Site visits shall be set up by contacting the designated contact person.
