Proposals will be evaluated based on general background and qualifications (20 points), scope of work (25 points), approach to inclusive community engagement (20 points), budget and overall fit (20 points), contingency task (10 points), and references (5 points).
Proposers must provide a description of the firm, experience of key individuals, description of similar projects within the past five years, and the firm's ability to meet the requirements in the scope of work.
Protests of specifications must be received in writing on or before July 6, 2026, 5:00 PM Pacific Time.
Proposals may be rejected if they are incomplete, nonresponsive, late, or if proposers communicate with evaluation committee members during the procurement process.
The proposed fees for the main project work should not exceed $350,****.
