The US Department of Homeland Security (DHS) Office of Small and Disadvantaged Business Utilization (OSDBU) is conducting virtual vendor outreach sessions (VOS) for small businesses. The next session is scheduled for July 24, 2025. Meeting requests open on July 10, 2025, at 12:00 noon, Eastern Standard Time (EST), and close on July 15, 2025, at 11:59 PM, EST. Significant changes to the VOS program include matching small businesses to counselors by NAICS codes or core competencies, and requiring small businesses to request meetings after being matched. This is a request for quotes (RFQ) for a software solution to manage package handling, mailing, and tracking. The system must be compatible with Microsoft Suite, include handheld scanning devices, and be capable of accepting customer signatures. The solution must be developed using zero trust architecture and link to the agency portal. The system must be customizable to the agency's ongoing needs and allow for future growth. The offeror shall develop an electronic version of the agency's O4 mailing form and implement a digital workflow to replace the current paper-based process. The system must capture specific fields for shipment requests and automatically generate confirmation emails and tracking updates. The system must also include a secure repository for tracking submitted forms. The contract will be a firm fixed price contract awarded on an all or none basis. The offeror will be responsible for installation, configuration, testing, training, and ongoing maintenance and support. Contract personnel must be escorted within FBI facility locations and submit information (full name, SSN, DOB, and country of citizenship) for visitor access requests. System installation and training will occur within core work hours (8:00 AM to 3:00 PM). Vendors must submit invoices electronically through the Invoice Processing Platform (IPP). The primary place of performance will be at FBI facilities in Cheverly, MD; Franconia, VA; and Washington, DC. Full addresses will be provided upon contract award. The period of performance is from 2025 to 2030, with options for maintenance and software updates.

The solicitation for maintenance, repair, and rebuilding of fire control equipment has been amended. The closing date has been extended to July 22, 2025, at 10:00 AM CDT. A site visit is required on June 24, 2025, at 9:00 AM at the Southeast Louisiana Veterans Health Care System. Contractors must confirm attendance and parking arrangements 24 hours in advance. Questions must be submitted by July 1, 2025. All other terms and conditions remain unchanged.

The Department of Natural Resources is seeking a cloud-based mass certified mailing solution. The contract will be awarded to the lowest responsive and responsible bidder, considering veteran-friendly business enterprise and Buy Ohio/Buy American preferences. Bidders must include all items in their bid, and the awarded supplier will be required to sign an addendum to the bid quote or personal services agreement, and other forms as applicable. Invoices must be submitted to Ohio Shared Services (OSS) via email, fax, or mail, with specific information required.
