Black Hawk County is seeking proposals for an audiovisual system upgrade in their courthouse basement conference room. The room is divisible and requires support for two independent meeting spaces and a combined mode. The project includes replacing wireless presentation functionality, adding a camera and display, and updating room controls. Vendors must provide a turnkey solution, including installation, programming, testing, and training. Proposals are due by 3:00 PM on June 5, 2026. A mandatory pre-installation meeting will occur after award. Payment will be made after successful installation and acceptance. The county is tax-exempt.
The delivery and installation date is to be agreed upon by the successful bidder and the IT director at a later date.
Payment for items purchased by Black Hawk County will be made after the items have been received, installed, commissioned, and accepted by the county.
Proposals shall include a minimum one-year workmanship warranty and identify manufacturer warranties for all equipment.
Proposals will be evaluated using a scoring matrix with factors including base bid cost, completeness of solution, technical approach, warranty and support, experience, project management, and ease of user experience.
Bidders shall be required to submit satisfactory evidence that they have a practical knowledge of the particular supply/service bid and that they have the necessary financial resources to provide the proposed supply/service.
If the system is rejected because of deficiencies, the vendor must make necessary corrections within 96 hours, otherwise the county may make corrections at the vendor's expense.
The successful bidder shall verify all existing conditions during the site visit.
Any and all interpretations or modifications will be in the form of written addenda, and inquiries must be submitted in writing at least 72 hours excluding weekends and holidays prior to the time set for the bid opening.
No bid shall be accepted from, and no contract will be awarded to, any person, firm or corporation that is in arrears to the county upon debt or contract, that is a defaulter, as surety or otherwise, upon any obligation to the county, or that is deemed irresponsible or unreliable by the county.
