Computer Security Biddings - Procurement Opportunities

This is a non-personnel services contract to remove and replace the entry control system in building P1. The contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to remove and replace the P1 entry control system. The existing system is inoperable and requires a new computer server and software. The system must accept the common access card (CAC) and support a minimum of 100 users. The contractor must be a manufacturer-certified technician on the proposed system. The period of performance shall begin 60 days after receipt of award and shall be completed within 30 days unless otherwise approved by the contracting officer. The contractor will not perform any services on recognized holidays. The work will be performed at E 21st, building P1, Travis AFB, CA 94535. The government will award a firm fixed price contract. Contractor personnel must comply with AF regulations and safeguard government equipment, information, and property. The contractor must be regularly engaged in the business of applications, installation, and testing of the specified computer and software solutions and demonstrate experience in providing successful entry control system maintenance within the past 3 years of similar scope and size. All key personnel must be employed by the contractor at the date of issuance of this solicitation, or if not, have a commitment to the contractor to work on this project by the date that the bid was due to the contracting officer. The government will provide facilities and utilities, computer server, uninterrupted power sources, access to fax and printing devices, and operating rating procedures and policies as required. The contractor shall provide a contract manager and an alternate. The government has unlimited rights to all documents/materials produced under this contract. The contractor shall notify the contracting officer immediately whenever it becomes aware that such access or participation may result in any actual or potential organizational conflict of interests (OCI). The contractor shall have personnel on board during the 30-day phase-in/phase-out periods.

This is a sources sought RFI for market research purposes, not a solicitation. Interested parties must submit information about their company, contact details, Cage code, business size, website, manufacturer and model number, detailed product specifications, maintenance requirements, and service support availability and lead time electronically to the specified email addresses by 4:00 PM MDT on Thursday, May 9, 2025. The submission should include sources sought Mitel Unify annual sustainment in the subject line. No phone inquiries will be accepted. All communication must be in writing and submitted electronically. The 28th Maintenance Group at Ellsworth AFB requires a contractor to provide all personnel, equipment, tools, materials, supervision and any other items and services necessary to accomplish maintenance required for MitelUnify systems. The primary technical services shall be performed by individuals who are Mitel Unify certified, qualified, and experienced in performing maintenance and repair of equipment, crisis management, dispatch consoles, and all associated Mitel Unify telecommunications hardware and software installed throughout Ellsworth 28 BW. A Performance Work Statement (PWS) is attached to this RFI. If you do not intend to submit a proposal for this project when it is formally advertised, please do not submit a response to this sources sought RFI.

The solicitation anticipates awarding a firm fixed price, indefinite delivery/indefinite quantity contract with five one-year ordering periods for providing cyber training to Air Force and DOD entities. The deadline to submit questions is May 9, 2025, at 16:30 EST. All questions and answers will be publicly available. The period of performance will be five one-year ordering periods, starting July 21, 2025, and ending July 20, 2030. The contractor shall perform at an existing facility within a 20-mile radius of Elkridge, MD.
