Bids must be in the possession of the agency's public sales contracting division by the offer closing date and time specified in this IFB. The offer closing datetime is 27 August 2026, 1:00 p. m. , EST.

The billing cycle runs from the 25th to the 24th of each month. Acceptable forms of payment include electronic fund transfer (EFT), bank account ACH, or credit card. Checks or other paper financial instruments will not be accepted. Late payments will incur interest and administrative fees.

The contract shall be awarded to the highest responsive bid submitted by a responsible bidder.

A responsible bidder is one that has the necessary organization, experience, financial resources, accounting process, operational controls, technical equipment and facilities, or the ability to obtain them, to perform the requirements of the sales contract, and has no disqualifying factors.

If full payment is not received within 30 calendar days of the bill, interest will be charged. After 90 calendar days, the debt may be transferred to the debt management office for collection, potentially leading to offset from federal payments, reporting to credit bureaus, or litigation.

Bidders interested in inspecting the property may travel to the designated site. A 48-hour notice is required, and bidders must provide full name, driver's license number, and date of birth to assist with base access.

When the purchaser identifies any discrepancy or questionable item, they shall initiate a SF364 Report of Discrepancy (ROD) within 30 calendar days after removal of the property, or 30 days from receipt of the billing statement for billing errors.

A bidder will not be eligible for award if they are officially indebted to the government, excluded from federal programs, or subject to denial, suspension, debarment, or other sanctions pursuant to export control and related laws.

Deliveries shall be completed within five (5) days after receipt of order.

Payment will be based on invoices that are clearly legible and contain accurate item description, quantity, unit price per item, net total cost to the city, and purchase order number.

Contractor shall unconditionally guarantee materials and workmanship for at least one (1) year from date of acceptance.

The city intends to award a contract to the responsive and responsible bidder whose bid is the lowest best value offer to the city on the basis of grand total bid price.

Bidders must prove they maintain adequate stock to properly service the account and make deliveries within the stipulated time.

If the contractor fails to deliver within the specified time, the city reserves the right to purchase functionally equivalent items in the open market and charge any excess costs to the delinquent contractor.

Bidders may be disqualified if they fail to demonstrate sufficient facilities and experience, or if they are found to be in default on any obligation to the city.

The city has spent approximately $2,000 per year on this contract.

Work will be performed onboard USCGC Pablo Valent, with primary activities at SFO Ft Macon, Atlantic Beach, NC 28512. The period of performance start date is 10/26/2021 and the period of performance end date is 02/07/2027.

Payment will be made by USCG Finance Center.

Source evaluation is lowest price technically acceptable.

All eligible responsive sources may submit a quote which shall be considered by the US Coast Guard however those submitting quotes that do not have an active record at sam. gov or meet the size requirements prior to the RFQ due date and time will be considered either ineligible or non responsive and will not be considered for award.

Scheduled site visit is July 27 2026. Site visit is required for quote consideration.

Payment will be made after a properly executed county voucher has been received and formally approved by the Board of County Commissioners at its subsequent regular meeting.

The contractor shall guarantee any or all goods and services supplied. Defective or inferior goods shall be replaced at the expense of the contractor.

The county reserves the right to award in whole or in part to the lowest responsible bidder, or to award each item separately to the lowest responsible bidder meeting specifications, or to make an award based on the total bid to the bidder whose total sum is the low bid meeting the specifications.

Respondent must be an established concern in the business of providing the product/service proposal and must prove to the county purchasing agent's satisfaction, upon request, that they have adequate facilities to perform all requirements in event of award.

There may be deducted from the amount payable to the contractor a penalty of **** for each person for each calendar day during which such person is discriminated against or intimidated in violation of the provisions of the contract.

Any prospective bidder who wishes to challenge a bid specification shall file such challenges in writing with the contracting agent no less than three (3) business days prior to the opening of the bids.

Bids containing any conditions, omissions, unexplained erasures or alterations, items not called for in the bid proposal form, attachments of additive information not required by the specifications, or irregularities of any kind, may be cause for rejection by the owner.
