The City of Victoria, Texas is seeking proposals for caustic bulk tank replacement. The scope includes decommissioning, removal, and disposal of existing tanks and associated piping, as well as installation of new components. A mandatory pre-proposal conference is scheduled for July 27, 2026. Proposals are due by 2:00 PM CST on August 5, 2026, and must be submitted electronically. The contract will be awarded to the proposer providing the best value to the city. Only one tank can be replaced at a time to maintain operations.
Proposals must be received no later than 2:00 PM CST on August 5, 2026.
Invoices will be paid according to agreed payment terms or within 30 days after receipt of items or completion of services. Payment does not constitute acceptance of goods.
Proposers shall warrant that equipment furnished or work performed shall be free from defects in design, materials, and workmanship for at least twelve (12) months from installation and initial operation, or the manufacturer's warranty, whichever is longer.
The contract will be awarded to the proposer who provides the best value to the city, considering purchase price, experience, reputation, quality, impact on compliance with laws relating to historically underutilized businesses and nonprofit organizations employing persons with disabilities, total long-term cost, and other relevant criteria.
Proposers must provide written evidence of their qualifications, such as financial data, previous experience, and present commitments, to demonstrate their ability to perform the work and meet best value considerations.
If the vendor fails to effect delivery or performance in accordance with the project schedule, the city may terminate the agreement and charge the vendor for any losses, costs, and expenses incurred.
A mandatory pre-proposal conference will be held at the Surface Water Treatment Plant on July 27, 2026, at 10:00 AM CST. Attendance at this meeting may be the only opportunity to see the existing site conditions prior to the proposal due date.
All requests for additional information or clarification must be submitted in writing by 12:00 PM CST on July 29, 2026.
Failure to meet proposal requirements, including submitting late proposals, altering proposals after the deadline, or violating communication restrictions, may lead to disqualification.
