This is a pre-solicitation notice for a Defense Logistics Agency (DLA) Troop Support Subsistence Milk and Dairy contract. The contract will be for supplying fresh milk and dairy products to DOD customers in Bridgeport, California. Offerors must be capable of delivering products the same day for emergency orders. The solicitation is expected to be released in late May or early June 2025. Proposals are due on all items in the schedule. The period of performance is estimated to run from August 10, 2025, to August 5, 2028. Copies of the solicitation will be available on the DLA BSM internet bid board system (www. ***. *. *). Prospective offerors must register to access the solicitation documents. The solicitation is in PDF format and requires Adobe Acrobat Reader (available free at www. ***. *. *). Bid submission deadline is Friday, May 2, 2025, at 10:00 AM CST. Bid responses must be submitted electronically via email to ***@***. *. * must not contact OPSB representatives except for questions or protests. Bidders must use the provided forms and specifications. Objections to the award must be submitted within 10 business days of notification. Withdrawal of bids is possible within 48 hours of receipt if a mechanical, clerical, or mathematical error is evident. Vendor performance will be evaluated, and contracts may have automatic renewals. Debarment and suspension certifications are required. Background checks are required for all employees. Performance investigations may be conducted. All employees must be employed by the successful firm. The intentional employment of unauthorized aliens is cause for contract cancellation. Bids must be prepared simply but completely. Selection will be made based on evaluation factors. DBE participation is waived. Vendors awarded a contract must complete the OPSB Edgar contract addendum. Conditional bids are not accepted. The OPSB reserves the right to reject any or all bids. Inquiries must be in writing. The OPSB encourages free and open competition. All bids submitted must be at the sole expense of the proposing firm. Title VI of the Civil Rights Act of **** applies. All bids will be evaluated by an independent committee. The OPSB reserves the right to revise and amend specifications prior to the opening date. Questions concerning the bid should be addressed to the executive director of procurement. A conflict of interest disclosure is required. A non-collusion statement is required. OPSB specifications are developed by the using department. Only emailed bids are acceptable. A responsible vendor has adequate financial resources, can comply with delivery requirements, and is a qualified firm. The OPSB assumes no financial responsibility for costs incurred by bidders. Bids shall be deemed responsive if submitted on time and comply with all material and administrative aspects. Best and final offers must be received by the date and time provided during discussions. Evaluation of bids considers price, quality, suitability, availability, service, safety record, and delivery date. Withdrawal of bids is not allowed for 30 days following the bid opening. All bid materials become the property of OPSB. OPSB may elect to rebid the project. A contract is formed when OPSB's legal counsel approves the complete offer. OPSB reserves the right to award multiple contracts. Bids are subject to release as public information after contracts are executed. OPSB reserves the right to cancel the solicitation, accept, reject, or negotiate modifications, conduct interviews, reject and disqualify bids, award contracts for individual products, negotiate separately, waive formalities, request clarification, be the sole judge of quality, award one or more contracts, and make all decisions. If the proposer breaches any provision, OPSB will terminate the contract. Samples, when called for, must be submitted with the bid. Bidders are requested to submit a bid offering their total line of available products and services. Clarification and discussions may take place after initial receipt of bids. Description of products and services is required. Description of value-added products and services is required. Quantities required are substantially correct. OPSB makes no guarantee of quantities. Deliveries are freight prepaid FOB destination. Any problems or discrepancies should be directed to the executive director of purchasing services. Employee solicitations are restricted. Business ethics and conflicts of interest are required. The contract is for one year, with renewal terms negotiable. The contract is a commitment of current revenue only. OPSB retains the right to terminate the contract at the expiration of each budget period. Renewal of the contract will be in accordance with applicable law.
