Bid responses must be submitted through arbuy by July 7th, 2026, at 10:00 a. m. , Central Time. Bid responses for this invitation for bid must be submitted through arbuy, the states eprocurement system, by the bid response due date and time.

All payments will be made via ACH direct deposit. The contractor must provide necessary banking information. All payments to the contractor under a resulting contract shall be made exclusively through ach automated clearing house direct deposit.

Award is expected to be made to the responsive and responsible prospective contractor determined to have submitted the lowest bid that meets the requirements and criteria. The prospective contractor shall have a dedicated agent with at least five years of experience and three years in drafting/reviewing manuscript policies. They must be knowledgeable of insurance coverage and licensed to do business in Arkansas with an AM Best rating of A, FSC XII or better.

Bids submitted by prospective contractors determined to be non-responsible will be rejected. Collusion violates Arkansas procurement law and can lead to suspension, debarment, and referral to the Attorney General's office.

The government will award on a single purchase order to the responsible offeror whose offer conforms to the requirements as stated in the solicitation and is most advantageous to the government based on the criteria listed in section l and section m of the solicitation.

Offerors must be registered in sam and all responsible sources may submit a quotation which, if timely received, will be considered by the agency.

This is an all or none requirement and partial quotes will be deemed unresponsive and will not be evaluated.
