Proposals must be submitted electronically no later than June 29, 2026, at 9:00 PM AKDT.

This acquisition will use best value tradeoff source selection procedures, based on the best overall proposal considering nonprice and price factors.

This procurement is 100% set-aside to Historically Underutilized Business Zone (HUBZone) concerns. Must be registered with Small Business Administration as certified HUBZone at time of proposal submission.

A formal site visit has been scheduled for Thursday, June 4, 2026, at 2:00 PM AKDT at the Anchorage VA Medical Center.

Failure to furnish a complete proposal at the time of proposal submission may result in an unacceptable proposal that the government eliminates from consideration for award.

The magnitude of this VA construction project is between $5,000,000 and $10,000,000.

Bids must be received no later than 10:00 am CST on Wednesday, June 24, 2026.

The bid should provide that all payments are subject to local governmental prompt payment act.

Special manufacturers warranty for silicone sealants is five years from the date of substantial completion. Special installers warranty is two years from the date of substantial completion.

The base bid for public safety building facade repairs will be awarded to the lowest responsive, responsible bidder contractor meeting specifications and timelines.

For public works projects exceeding $30,****, the responsible bidder and subcontractors must be a member of an organization that participates in an active apprenticeship and training programs approved and registered with the U. S. Department of Labor's Office of Apprenticeship and Training.

The county may terminate based on the bidder's breach or default. If the county terminates this contract because of the bidder's breach or default, the county shall have the right to purchase items or services elsewhere and to charge the bidder any additional cost incurred.

A mandatory pre-bid meeting is scheduled for Thursday, June 4th, at 10:00 am at the Winnebago County Administration Building, Room 303, 404 Elm Street, Rockford, IL ****, after which attendees will proceed to the site location at 420 West State Street, Rockford, IL ****.

Firms wishing to protest any IFB and/or awards shall notify the director of purchasing in writing within five 5 calendar days after the IFB due date/opening.

Failure to obtain all licenses, certificates and other authorizations required in connection with the performance of its obligations hereunder, and failure of bidder to require any and all subcontractors to do so, is an event of disqualification and/or default and may result in the denial of this bid and/or termination of this agreement.

Deliveries must be completed within the delivery date specified, upon award. Deliveries will be made to UNICOR Federal Prison Industries **** Hwy. 95 N. , Bastrop TX ****.

The government will award to the responsible businesses whose quote, conforming to the solicitation, is most advantageous to the government based on best value. Best value will be determined by evaluating each quotation for one or more of the following: price, technically acceptable, delivery aro, and past performance.
