The City of Flint is soliciting sealed bids for sewer relining services. The project involves CIPP lining for storm and sanitary sewer lines of various diameters and lateral lines, as well as vacuum inserted sewer cleanouts. Bids are due by July 27, 2026, at 11:00 AM EST. Questions are due by July 17, 2026, at 10:00 AM EST to ***@***. *. * bids are accepted via Bidnet Direct. The contract duration is for three years with an option to renew for two additional years. Proposals must be held firm for a minimum of 120 days.
Mail-in hard copy proposals must be received by Monday, July 27, 2026, by 11:00 AM EST. Electronic copies must also be submitted by Monday, July 27, 2026, by 11:00 AM EST.
The contract requires warranty of materials and installation of pipe relining. The bidder agrees to exercise independent judgment and to complete performance under this agreement in accordance with sound professional practices.
In the city's evaluation of proposals, at minimum: cost, serviceability, financial stability, and all requirements set forth in this document shall be considered as selection and award criteria unless otherwise specified.
For a product to be considered commercially proven, a minimum of 250,000 linear feet and/or **** line sections must have been successfully installed. For an installer to be considered commercially proven, they must have at least three years of active experience in the commercial installation of the product bid, and their key personnel shall have at least 100,000 linear feet and/or 300 line sections of successful experience.
Failure to deliver in accordance with specifications will be cause for the City of Flint to cancel the contract or any part thereof and purchase on the open market, charging any additional cost to the contractor/vendor.
The contractor shall prepare a sample for each installation of CIPP. The samples shall be restrained samples for diameters of CIPP less than 18 and flat plate samples for diameters of CIPP 18 and larger.
Bids not meeting all requirements may be rejected. Failure to use the bid form shall result in bid disqualification. Failure to bid on all items shall result in an incomplete bid determination.
