Evaluation includes extent to which the proposed budget demonstrates the best value to the commonwealth, including consideration of total cost and hourly rates for team members.

Respondents must demonstrate experience, ability, and skills to complete projects of this type on time and within budget and include qualifications and experience in their proposal.

Any unauthorized alterations will disqualify a response and late proposals will not be accepted.
