Failure to meet special standards of responsibility, including licensing, specialized training, and experience, could result in ineligibility for contract award. offerors who fail to meet any special standard of responsibility will not be eligible to receive a contract award.

The period of performance for this project is 220 days from signing notice to proceed.

Contractor shall invoice only once per month. Contractor shall submit a paper copy of the invoice for review and approval by COR prior to submitting to the government for payment. Certified payroll shall be submitted to COR prior to submitting invoice to the government for payment.

The contractor shall have minimum ten 10 years current experience repairing high pressure boilers working within the ASME R code. Have and maintain a current ASME welding certification and NBBI R certification at time of bid submission and during the life of the contract.

All requirements shall be completed no later than September 11, 2026.

Invoices shall be sent to specified email addresses at completion of requirements.

All components included in the scope of work shall have a minimum one year parts and labor warranty, starting at completion of contract date.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. Award will be made to the contractor whose price is the lowest of all offers determined successful.

Proposals must demonstrate technical approach and compliance, personnel qualifications and security, a detailed training plan, and explicit statement of warranty and inspection responsibility.

Quotes submitted without the specified content may be determined unsuccessful and removed from further consideration. Failure to meet any technical subfactor will result in the proposal being rated unacceptable and therefore ineligible for award.
