The State of Hawaii, Department of Health, Office of Medical Cannabis Control and Regulation (OMCCR) is seeking graphic design and video production services for patient and public education on cannabis and hemp-derived cannabinoid products. The contract period is from June 9, 2025 to November 7, 2025, with a possible one-year extension. The contractor must submit their offer using their exact legal name registered with the Department of Commerce and Consumer Affairs. The bid price must be all-inclusive, including taxes and expenses. The contractor must be a member of good standing in the Hawaii Compliance Express (HCE). Work will commence on the official commencement date specified by an authorized purchase order. No work is to be undertaken prior to the official commencement date.

The State is seeking a vendor for a Preferred Drug List (PDL) and Supplemental Rebate Program. The RFP includes detailed requirements for service level agreements, rebate invoicing, and collection, along with specific requirements for federal rebate units, medical claims editing, and NDC submission. The definition of random moment surveys, administrative claiming, medical service cost reporting, settlement, and evidence of need has been amended for clarity. The supplemental rebate vendor is not liable for miscalculations and incorrect invoicing that is addressed promptly within industry standards. The agency uses CMS standards. The DDI implementation period is part of the initial one-year term. The state is open to expanding the Drug Utilization Review Board (DUR) responsibilities to include pharmacy and therapeutics committee functions. The state already has a supplemental rebate agreement (SRA) for value-based agreements (VBAs), but an update will be needed for the implementation plan and timeline.
