The State of Tennessee is seeking a Managed Service Provider (MSP) to manage its statewide contingent workforce program, including staff augmentation and project-based staffing. The contract will cover IT, Medical, General Administration, and Language/Communication services. The MSP will manage a subvendor network and a Vendor Management System (VMS). Responses are due by June 26, 2026. The evaluation will consider technical qualifications, experience, approach, and cost. Oral presentations are mandatory for top-ranked respondents.

All payments will be made in accordance with the payment terms and conditions of the contract. The contract will be awarded to the respondent deemed responsive and responsible who offers the best combination of attributes based on the evaluation criteria, considering qualifications, experience, technical approach, and cost.
Respondents must meet general qualifications and experience requirements, including providing financial documents, bank references, and demonstrating experience in serving state governments. The state will consider qualifications, experience, technical approach, and cost in the evaluation of responses and award points in each of the categories detailed below up to the maximum evaluation points indicated to each response deemed by the state to be responsive.

Unauthorized contact with state employees, failure to meet mandatory requirements, submitting alternate contract terms, restricting state rights, proposing alternative goods/services without request, collusion in cost proposals, providing materially incorrect information, or submitting multiple responses can lead to disqualification.
