Proposals must be received no later than the submission due date and time listed in the schedule of events. Proposals will only be accepted electronically. Any proposal not received on time will be rejected. The submission due date is August 11, 2026, at 2:00 PM prevailing time.

All fees will be paid to the vendor within 30 days upon acceptance of the deliverable. Full completion is required for payment. No earnest money or partial or periodic payments will be made. All fees are to be considered all-inclusive and paid in the form of a university check.

Proposers must supply Rowan University with any and all applicable warranty information, whether expressed or implied. All new machines are to be guaranteed for a period of one year from the time of delivery and/or installation, with prompt service rendered without charge.

Award shall be made to the responsible proposer whose proposal, conforming to the RFP, will be most advantageous to the university, price and other factors considered. The contract award will be based on a points-earned matrix derived from the categories: Vendor Service Plan (40%), Financial Proposal (40%), and References Experience (20%).

Proposers must include all required procurement documents, such as acknowledgment of addenda, ownership disclosure, subcontractor utilization plan, certification of non-debarment, confidentiality commitment to defend, vendor exhibit, modifications acknowledgment, New Jersey business registration certificate, noncollusion affidavit, proof of ability to obtain required insurance, taxpayer identification request (W9), disclosure of investment activities in Iran, certification of non-involvement in Russia or Belarus, and public works contractor registration certificate.

Rowan reserves the right to withhold the entire monthly payment in any month where the contract is not fulfilled. Failure to include requested documentation may result in automatic rejection of the proposal. A business organization that fails to provide a copy of a business registration, or that provides false business registration information, shall be liable for a penalty of $25 for each day of violation, not to exceed $50,000.

Protest of restrictive specifications or improprieties in the solicitation, by an interested party, must be received by the procurement department in writing not less than ten (10) working days before the closing date for receipt of submissions.

Submissions determined to be incomplete or nonresponsive may be disqualified. Failure to respond to a request for clarification within two days may result in disqualification. Conditional proposals will not be considered. Proposals received after the date and time specified, or that fail to provide price information, may be rejected.

The bid responses will only be accepted online via ISUBID and must be submitted prior to the deadline of June 12, 2026, at 12:00 PM CT. The ideal implementation timeline is to have the solution fully implemented and active by September 1, 2026.

The evaluation of this RFP may be based upon, but not limited to: ability to meet required specifications, availability of support and training, ease of use, access, total cost for Iowa State University, ability to meet preferred specifications, data analytics offered, quality of references and/or past experience, and exceptions taken to RFP terms and conditions.

Contractors must be qualified and submit all materials carefully, noting the due date. For best success, it is critical that the solution provider has experience with healthcare or veterinary medical environments. Contractors must also submit a completed VPAT, HECVAT or HECVAT Lite, technical documentation, an implementation plan, and terms and conditions in editable Word format.

Exceptions taken to the RFP documents may cause the proposal to be rejected at the sole discretion of the University. Any terms to which a contractor does not take exception shall be binding, and any subsequent objections to those terms shall have no effect.

The bid notice states that student training materials must be delivered 3-5 business days prior to course delivery attendees, and certificates of completion must be provided within 5 business days post-event.

The bid notice states that the contractor shall provide a qualified instructor with current certifications such as CPC, CCA, CCS, RHIT, RHIA, or equivalent.

The bid notice does not require sample submission.
