All work orders shall be executed within 365 consecutive calendar days from the date of contract execution. The construction window is between August 1st and March 31st, and the swimming pool cannot be closed to the public for longer than 60 consecutive calendar days.

Award of the contract shall be made to the responsive, responsible bidder submitting the lowest total sum basic bid.

Offerors must be properly licensed as a Class A General Engineering Contractor. The Statement of Qualifications (SOQ) will be evaluated based on experience and past performance, requiring at least one relevant contract completed or substantially completed between January 2019 and December 2025, meeting at least three of the four specified characteristics.

Offers may be rejected if the offeror lacks sufficient experience, does not possess proper licensing, has a record of unsatisfactory performance, has had a contract terminated for default, fails to comply with inspection or payment requirements, or if the offer does not conform in all material respects to the solicitation requirements.

The awarded vendors must complete all deliverables within the agreed-upon schedule and within the limits provided by the executed contract. Selection shall be made to the highest scoring proposer based on the following criteria and weighting: Qualifications and Experience (35%), Methodology and Approach (35%), Proposed Project Team (10%), and Project Cost and Fee Schedule (20%). A recommended site visit will take place immediately after the pre-proposal conference. Attendance is strongly encouraged to familiarize proposers with conditions affecting performance and prices.
