Proposals must be received no later than 2:00 PM on Wednesday, August 12, 2026.

The chargers must include integrated credit card payment capability directly at each charging station through the ChargePoint system. The city prefers that the selected vendor and/or ChargePoint act as the merchant of record for charging transactions.

Vendors shall specify warranty coverage for chargers, networking equipment, and installation labor. Proposals should include a detailed maintenance and support plan.

Proposals will be evaluated based on technical compliance (30%), cost-effectiveness (25%), vendor experience and references (20%), project timeline and management (15%), and payment system and user experience (10%).

To be eligible for an award, a vendor must be deemed responsible, possessing the ability, capacity, skill, satisfactory record of integrity, reputation, judgment, and experience, and sufficient financial resources.

A site walkthrough is scheduled for Wednesday, August 5, 2026, at 10 AM and is mandatory.

Any vendor submitting a proposal may appeal a pending award prior to award by the city by submitting a written protest to the city's purchasing manager within five (5) business days after the proposal opening.

The City of Nashua will reject the proposal of any proposer who is presently debarred, declared ineligible or excluded by any federal department or agency, and reserves the right to reject the proposal of any proposer who has previously failed to perform any contract properly.

The offer due date for solicitation responses is July 30, 2026, by 1:30 pm EST.

Payment will be made by electronic funds transfer system for award management or by third party. Invoices shall be submitted in arrears quarterly. Payment will be made by code and see section a. 3 for invoicing instructions.

The contractor warrants and implies that the items delivered under this contract are merchantable and fit for use for the particular purpose described in this contract.

The contractor or subcontractor shall be an approved reseller and manufacturer-authorized technician for Genetec physical access control center and HID smart card readers for the duration of the contract term.

Failure to comply with contractor personnel security requirements may result in termination of the contract for default.

The estimated total value is $25,000,000.

Quotes will be evaluated based on compliance with specifications, supplier risk assessment, and cost/price. Compliance with specifications is more important than supplier risk assessment, and both are significantly more important than cost/price.

Quoters must be an OEM, OEM authorized dealer, authorized distributor, and/or authorized reseller. Documentation from the manufacturer stating authorization is required. Vendors must also meet mandatory security requirements, including a Secret facility clearance and personnel clearance.

The submission deadline is Thursday, July 30, 2026, at 5 PM MT.

Payment will be made for services performed and accepted in accordance with the Statement of Work (SOW), based on the unit prices quoted. Invoices must be submitted electronically via the Invoice Processing Platform (IPP).

The contractor shall provide a one-year warranty covering materials and workmanship for all installed or upgraded pharmacy electronic access control system components. The warranty period shall commence upon final acceptance by the government.

Award will be made to the responsible quoter whose quote conforming to the solicitation is determined to be most advantageous to the government, price and other factors considered. Technical capability and past performance, when combined, are more important than price.

Offers will be solicited from Indian small business economic enterprises (ISBEE) that are also small business concerns. If there is not enough competition and/or reasonably priced offers received from the ISBEE set-aside, then quotes will be considered for award to other small business concerns.

Failure to implement corrective actions for deficiencies identified during quality assurance may result in termination for cause, particularly where performance endangers patients, staff, or government property.

The contractor shall attend and participate in a pre-installation coordination meeting at each facility prior to the start of onsite work. The purpose of the pre-installation coordination meeting is to ensure a mutual understanding of facility procedures, safety and security requirements, proposed installation approaches, work schedules, and coordination needs.

Failure to comply with the terms and conditions may result in the offer being determined as non-responsive. Failure to implement corrective actions for deficiencies may result in termination for cause.
