Card Production Government Bids & RFPs

Production units are to be delivered **** days after receipt of order (ARO). The first article is due 765 days ARO.

Payment will be processed through Wide Area Workflow (WAWF). For fixed-price line items requiring shipment, submit the invoice and receiving report. For services not requiring shipment, submit either the invoice 2-in-1 or the applicable invoice and receiving report.

This requirement is restricted to Woodard Electronics, Inc. (CAGE ****) and Yulista Integrated Solutions, LLC (CAGE ****). Offerors must have an active United States-Canada Joint Certification Program (JCP) certification to access export-controlled data.

First Article (FA) testing is required. One unit will be tested for the first article. The first article unit shall be retained as a material standard.

Failure to provide other than certified cost or pricing data if requested will result in the offer being considered nonresponsive. Failure to notify DLA within the specified timeframe if a rated order cannot be fulfilled may result in self-attestation of order acceptance.

Delivery is expected within 30 days ARO.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact.

Inside delivery must be made by 2pm local time to the specified destinations by September 11, 2026.

Please submit billing packages within 15 days of delivery. submitting invoices for payment via the gpo fax gateway if no samples are required utilizing the gpo barcode coversheet program application is the most efficient method of invoicing.

The government reserves the right to conduct an onsite preaward survey to determine the responsibility of the prime contractor or any subcontractor, requiring evidence of technical, production, managerial, financial, and similar abilities to perform.

The government reserves the right to have government representatives inspect any operation under this contract at the start of its production and at any time during production. final makeready press sheets will be inspected and approved at the contractors plant for the purpose of establishing specified standards for use during the actual press run.

Prior to award the apparent low vendor must be able to show ability to produce the product in question and may be asked to supply samples of similar items. stock sample must be sent to the address provided below for customer review prior to any contractor stock procurement or use.

Bidders who must subcontract the predominant production function (printing) will be declared nonresponsible. Failure to provide requested financial information in a timely manner may result in the contracting officer not having adequate information to reach an affirmative determination of responsibility.
